Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Program Manager. Duty Location: Shasta, California Responsibilities Serves as the Deputy Area Manager of the Northern California Area Office, assigned continuing responsibility for managing a major part of NCAO programs. Assists the Area Manager in the day-to-day management of program operations that involve highly sensitive and complex interagency and intergovernmental activities. Provides managerial and program coordination assistance to the Area Manager and Division Chiefs. -Maintains close coordination with technical experts from federal, state, tribal, and local resource agencies, Reclamation, and other organizations from the academic and private sectors, in order to incorporate widely varying perspectives into the overall objectives of the programs. -Serves as the primary coordinator of the title transfer program and as the lead representative on agreements, negotiations and related issues. -Provides oversight and direction to teams consisting of Federal employees, water user groups, other government entities and environmental groups, established to develop and perform implementation strategies. -As deputy to the Area Manager, serves as a second-level supervisor and shares in the personnel administration activities of the Area Office. Exercises significant responsibilities in dealing with organizational counterparts, the Regional Director and higher headquarters to manage program operations -Provides technical and administrative advice and guidance to staff. Assigns work in terms of macro-program objectives; discusses work in progress and reviews work for effectiveness in accomplishment of program goals. Sets performance standards for subordinate supervisors; assures reasonable equity of performance standards and rating techniques developed by subordinate supervisors; serves as reviewing official on performance evaluations of non-supervisory personnel; rates and discusses with subordinate supervisors their individual levels of performance; approves performance awards for non-supervisory personnel; and recommends awards for subordinate supervisors. -Serves as a key advisor to and representative for the Area Manager and Regional Director. Represents Reclamation in dealings with various private and public interests and in dealings with key political figures that serve the interests of the public in the area. To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service having demonstrated experience (1) managing areas of strategic and workplace planning, budget formulation, or quality improvement initiatives; (2) developing recommendations to resolve or remove barriers towards achieving goals; (3) consulting with stakeholders on the prioritization and efficient use or distribution of resources; (4) developing program goals, policies, processes, or recommendations for improvement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 01/30/2025. Education This position does not allow substituting education for experience. Additional Information You may be required to serve an initial probationary period. You may be required to serve an initial supervisory probation period. Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval.
