SUMMARY
Bering Global Solutions, a subsidiary of Bering Straits Native Corporation is currently seeking a qualified Program Manager for Washington, DC area to provide strategic direction supporting IRS and Department of State professional services operations. The position works independently or as a member of a team in the direction of the government, directly related to business operations and supporting employee needs. The incumbent performs duties requiring independent decision-making across a variety of tasks, including compliance management, project status reporting, and stakeholder communications.
ESSENTIAL DUTIES & RESPONSIBILITIES

Daily program management throughout a contract and/or task order life cycle.Planning the overall program and monitoring the progress.Managing the program’s budget.Managing risks and issues and taking corrective measurements.Coordinating the projects and their interdependencies.Managing and utilizing resources across projects and updating and maintaining personnel information.Managing stakeholders’ communication.Managing contract deliverables and documentation such as the program management plan, quality assurance plans, and maintaining meeting schedules.Works closely with site Project Managers and Leads.
Essential Duty #2
The Program Manager must have strong practical experience in project management, which was gained through managing large and complex projects. He or she must have the following:Good knowledge and handling of project and program management methodology and techniques.Experience in managing multiple contracts/task orders and contract transition.Good understanding of the wider objectives of the program.Ability to work positively with the wide range of individuals involved in corporate program management including the accounting and contracting department.Strong leadership and management skills.Excellent knowledge of budgeting and resource allocation procedures; andThe ability to address challenges with innovative solutions to proactively address issues.
Essential Duty #3…
Working closely with project sponsors, cross-functional teams, and assigned project managers/task leads to plan and develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives.Maintain the Project Management Plan to detail key activities and milestones, allocation of staff and other resources necessary for successful program/task delivery.Manage program and project teams for optimal return-on-investments.Identify key requirements needed from cross-functional teams and external vendors.Develop and manage the budget for projects and be accountable for delivering against established business goals/objectives.Analyze, evaluate, and overcome program risks, and produce program reports for management and stakeholders.
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications
Must be a U.S. Citizen and possess or obtain/maintain a minimum of Secret clearance.Must be highly organized and have excellent oral and written communication skills to interface with personnel and other government agencies at all levels.Ability to communicate effectively orally and in writing.A bachelor’s degree and four (4) years of supervisory experience required. Six (10) years of experience can be substituted for a bachelor’s degree.Possess an understanding of and experience-based familiarity with administrative operations, personnel management, and fiscal management at a management level.Proficiency in Microsoft Office; Word, Excel, and Power Point

This position does perform DOT “safety-sensitive” functions (as defined under 49 CFR Part 40) and is subject to all federal requirements related to Department of Transportation requirements for those performing, or on-call to perform, “safety-sensitive” functions. Employees must provide a valid Commercial Driver’s License (CDL) and Medical Examiner’s Certificate (MEC).WORK ENVIRONMENT

The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required.
