Summary You will serve as a PROGRAM MANAGER within NAVAL HISTORY HERITAGE CMD DETACH. Responsibilities You will develop, review, and oversee the daily operational planning and execution for major projects relating to the USS CONSTITUTION and the NHHC detachment Boston facilities. You will contribute to the determination of resource needs and allocation of resources (funding, manpower, facilities, etc.) for management of the assigned program. You will serve as the liaison with Portsmouth Naval Shipyard Architects, Business Office, Ships Docking Officer and ships Dock Master to ensure all parties have proper oversight responsibilities regarding long range maintenance and restoration plans. Requirements Conditions of Employment Qualifications For the GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Developing, reviewing, and overseeing the daily operational planning and execution of major projects to accomplish program goals and schedules. 2. Identifying and investigating issues to ensure timely resolutions relating to maintenance and restoration plans involving the program. 3. Providing technical leadership, staff coordination, and consultation on standards and criteria to ensure appropriate consideration is given to work concerning the program initiatives. 4. Representing the agency and participating in interagency meetings concerning budget, industrial facilities, and other policy matters. For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Coordinating program efforts with other activities and personnel to support the program. 2. Planning facility projects to manage specific initiatives or projects and phases that are being proposed. 3. Providing solutions to specific problems and changes in work processes with subject matter experts. 4. Ensuring that property is consumed, utilized, or disposed of in accordance with policies, regulations, and contacts.
