Summary You will serve as a Program Manager office of the Maintenance and Material Readiness Directorate (N4) in COMSUBFOR. Responsibilities You will serve as the Maintenance Requirements/Readiness/Improvement Officer in all technical and administrative aspects of nuclear-powered ship maintenance, modernization and material readiness of Submarine Forces, U.S. Atlantic Fleet units. You will provide expert evaluation of the N43 Division effectiveness, prepare and review official correspondence, conduct and attend meetings. You will provide oversight concerning (Procedures and Directives) to ensure appropriate material actions are implemented to ensure standardization of maintenance measurements. You will formulate and direct engineering studies, analyses and other projects to support improved maintenance, modernization, contracting and repair initiatives. You will provide supervision and technical direction concerning work packages to ensure continuity and uniformity of planning and execution of planned industrial maintenance, repair and modernization opportunities. You will participate in the planning, programming, budgeting and execution process to ensure Fleet needs are met. You will monitor COMSUBLANT Fleet Modernization Program (FMP) to ensure compliance with Navy Policy and required alteration in support of Force’s needs. You will exercise technical and administrative direction and control in the area of maintenance and material readiness. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Experience managing maintenance, repair and modernization of nuclear-powered ships, including Submarine Force in all technical aspects. (2) Experience applying Defense Planning Program, Budget and Execution processes, identifying resourcing requirements of modernization maintenance with Navy Intermediate and both public and private sectors of depot activities. (3) Experience administering and developing contract acquisitions with emphasis in procurement requests, technical direction, statement of works and contracting procedures. (4) Experience planning, prioritizing and determining scope of work, scheduling personnel assignments, professional/technical development and priorities.
