Program Manager

 

 

Position Overview:

The Program Manager Lead will oversee PMO and SETA support, ensuring program success through strategic planning, team leadership, and proactive client engagement. This role requires exceptional leadership, program management, and communication skills to manage complex defense acquisition programs.

 

Minimum Qualifications:

15+ years of experience, including 3+ years supporting DOD business systems acquisition programs. Bachelor’s degree in management science, operations research, logistics, engineering, information systems, or a related discipline. Project Management Professional (PMP) certification. ITIL Certification for IT Service Management or DAWIA Level III Certification in Program Management. Active Secret Clearance

 

Key Responsibilities:

Strategic Leadership:

Serve as the primary Government point of contact, providing leadership and guidance for all contractor personnel. Develop and execute strategic plans to meet program objectives, ensuring alignment with Army priorities and goals. Lead multidisciplinary teams to deliver high-quality, innovative solutions that exceed customer expectations.

Program & Contract Management:

Oversee contractual responsibilities, ensuring timely delivery of contract deliverables. Maintain cost control and operational efficiency while managing subcontractor relationships and invoicing. Develop and implement project governance and tracking mechanisms to monitor program performance and ensure accountability.

Operational Execution:

Manage day-to-day program operations, resolving project challenges and ensuring completion within budget and time constraints. Prepare and deliver detailed project reports, briefings, and updates to senior leadership and key stakeholders. Ensure all project deliverables comply with Army and DOD standards.

Team Leadership & Development:

Build and sustain a high-performing team, fostering collaboration, accountability, and innovation. Mentor and develop team members, supporting their career growth and performance goals. Employ effective conflict resolution and communication strategies to maintain a productive workplace.

Client Engagement & Relationship Management:

Act as a trusted advisor to senior Army leadership, cultivating strong relationships through transparent communication. Represent the program to technical and nontechnical audiences, articulating complex concepts clearly and effectively. Leverage expertise to anticipate and respond to client needs, providing actionable recommendations to enhance program success.

 

Desired Skills & Expertise:

Proven leadership of large, multifunctional teams, managing complex projects under tight deadlines and budget constraints. Expertise in software lifecycle development and acquisition management, with a strong understanding of Army acquisition processes. Strong strategic planning, program management, and leadership skills. Proficiency in government contract and subcontract management, including familiarity with FAR/DFARS requirements. Advanced communication skills, with the ability to deliver professional-level briefings, reports, and correspondence. Ability to build and maintain relationships across diverse audiences, including senior Army leadership and government entities.
