**Description**
SAIC is seeking a motivated and customer-oriented **Senior Program Manager** to join our team in **Chantilly, VA** . The Senior Program Manager will lead a contract providing Systems Engineering and Technical Advisory (SETA) services to our Space and Intelligence Business Group. SETA Services provided encompass a variety of areas, primarily supporting Mission Operations, Mission Support, and Engineering Services.
**This position requires an active TS/SCI clearance for consideration.**
Key Responsibilities:
+ Serve as the primary point of contact for the Customer, managing contract-related, technical, administrative, and contractual aspects of the CPAF LOE contract.
+ Ensure that all tasks within the Statement of Work (SOW) are executed efficiently, including management support and surge capabilities.
+ Collaborate closely with Section Managers and SAIC Recruiting to identify, hire, and mentor highly qualified staff, adhering to industry norms for talent acquisition in the Intelligence Community.
+ Build and maintain productive relationships with team members, vendors, and stakeholders involved in SETA services.
+ Responsible for the staffing, management, quality assurance, and performance metrics associated with the contract, utilizing best practices in project management.
+ Conduct corporate financial and technical reviews to measure program performance against industry standards.
+ Ensure timely delivery of all Contract Data Requirements List (CDRL) items.
+ Provide leadership, guidance, and resources to contract leads, program team leaders, and individual contributors.
**Qualifications**
+ **Active TS/SCI clearance (with Polygraph preferred).**
+ Bachelor's degree plus 15 years of relevant experience; or a Master’s degree with 12 years of experience.
+ Proven project and contract management skills, with experience managing high-performing teams that deliver systems engineering technical services across multiple locations.
+ Extensive knowledge of Intelligence Community (IC) operations and SETA services, including recent trends and technologies in the field.
+ At least 6 years of experience in personnel management, as a Deputy Program Manager, Technical Lead, or Project Manager on NRO contracts.
+ Minimum 5 years of experience supporting 24/7 operational environments focused on GEOINT/SIGINT missions (ground and space).
+ Relevant experience with IC organizations and procedures.
+ Technical expertise in Systems Engineering and Mission Operations.
Desired Qualifications:
+ Master’s degree in a technical discipline from an accredited institution.
+ Current Project Management Professional (PMP) Certification.
+ Minimum of 5 years in a Program Manager role overseeing a team of at least 50 personnel.
+ Understanding of and experience with performance metrics commonly used in government contracts, such as Cost, Schedule, and Performance (CSP) indicators.
