**Description**
SAIC is seeking an experienced and dynamic Program Manager (PM) to lead our team supporting the Federal Emergency Management Agency (FEMA) Office of the Chief Information Officer (OCIO) Operations & Maintenance (O&M) contract. The PM will be the single point of contact for all contractor work performed under this Performance Work Statement (PWS) and will play a critical role in transforming FEMA’s IT infrastructure to meet future needs. This opportunity is hybrid remote role located in Washington, DC.
Key Responsibilities:
+ **Leadership and Management** : Oversee all contractor activities, ensuring alignment with FEMA's objectives and adherence to contractual obligations. Act as the primary point of contact for the Contracting Officer (CO) and the Contracting Officer’s Representative (COR).
+ **Availability** : Be available to the COR and the Government Program Manager between the hours of 9 a.m. and 4 p.m. EST, Monday through Friday. Respond to requests for discussion or resolution of issues within 8 hours of notification.
+ **Strategic Planning** : Develop and implement strategic plans that align with FEMA’s mission and objectives. Lead transformative efforts to modernize and enhance FEMA’s IT infrastructure and processes.
+ **Project Management** : Manage projects from inception to completion, ensuring they are delivered on time, within scope, and within budget. Oversee day-to-day project activities, including planning, execution, monitoring, and closing.
+ **Team Leadership** : Lead and manage technical staff, fostering a culture of continuous improvement and innovation.
+ **Risk Management** : Identify potential obstacles and implement mitigation strategies to address them proactively.
+ **Budget Management** : Maintain strong budget management skills to ensure financial accountability throughout the project lifecycle.
+ **Compliance** : Ensure all project activities comply with FEMA policies, procedures, and regulatory requirements.

**Qualifications**
Qualifications:
+ **Education** : Bachelor’s degree in Information Technology, Computer Science, Business Administration, or a related field, and 18 years of related experience. A Master’s degree is preferred.
+ **Certifications** : Must have one of the following certifications: Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), or Certified Information Security Manager (CISM).
+ **IT Program Management Experience** : Minimum of 7 years of experience in program management, with proven experience leading transformative projects in an IT environment.
+ **Clearance** : Must obtain/maintain a Public Trust clearance prior to starting work under this contract

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
