Job Descriptions:
We are seeking a highly motivated and experienced Acquisition Support Specialist in Arlington, VA to join our dynamic team. In this role, you will play a critical part in supporting the acquisition lifecycle for a variety of programs.
Acquisition Strategy and Documentation:
· Provide expert guidance and support to program managers throughout the acquisition lifecycle, with a focus on developing compliant and strategically aligned acquisition documentation for all program phases, ensuring consideration of international partner requirements and FMS/exportability considerations.
· Serve as the DASA DEC rep for acquisition decision events, including Acquisition Shaping Panels (ASPs), Configuration Steering Boards (CSBs), Annual Program Reviews (APRs) and Milestone Decisions ensuring alignment with DoD and Army policy and best practices, specifically addressing foreign partnership opportunities and exportability requirements.
· Support the development, staffing, and approval of key acquisition documents, such as Acquisition Strategies, Acquisition Plans, and Acquisition Program Baselines, incorporating foreign partner interests and FMS/exportability strategies.
Policy, Reporting, and Milestone Reviews:
· Support the DASM ASARC and Acquisition Reporting teams by providing DASA DEC expertise and policy interpretation for ACAT programs and other reporting requirements, including reporting on foreign partnership engagements and FMS activities.
· Analyze and interpret Congressional, OSD, and Army Acquisition Reform efforts, as well as relevant international agreements and policies, to inform policy development and reporting procedures related to DASA DEC areas of responsibility, with a focus on international cooperation and exportability.
· Execute comprehensive reviews of key acquisition milestones, including Materiel Development Decisions (MDD), Milestone A, Milestone B, Milestone C, and FRP, ensuring alignment with DASA DEC policies and procedures and assessing impacts on foreign partners and FMS potential.
· Conduct thorough reviews of Defense Business Systems (DBS) documents, including Authority to Proceed (ATP) for Acquisition, Solution Analysis, Functional Requirements, Limited Deployment, and Full Deployment, evaluating alignment with international agreements and exportability regulations.
· Work with the DASM and ASA(ALT) stakeholders on Acquisition Decision Memorandums (ADMs) when applicable to clearly articulate any foreign partnership implications and FMS considerations.
Collaboration and Support:
· Liaison and provide comprehensive support to acquisition shaping events and collaborate closely with the DASM's ASARC and Acquisition Reporting teams.
· Provide critical focus on integrating foreign partner requirements, foreign military sales considerations, and exportability into all acquisition planning and execution activities.
· Collaborate with program managers and product managers to proactively address exportability considerations, providing guidance and support to ensure they are prepared for exportability reviews during formal briefings to the AOIPT, ASPs, CSBs, and ASARC, emphasizing the importance of early exportability planning.
Required Experience:
Qualifications:
· Bachelor's degree in a relevant field (Engineering, Business Administration, or related field preferred).
· Proven experience (5-10 years) in acquisition support, preferably within a DoD environment.
· Strong understanding of the DoD acquisition lifecycle and relevant Army regulations and policies.
· Excellent written and verbal communication skills, with the ability to effectively communicate complex information to various audiences.
· Ability to work independently and as part of a team, managing multiple tasks simultaneously and meeting deadlines in a fast-paced environment.
· Proficiency in Microsoft Office Suite.
