PROGRAM MANAGER (AIR OPERATIONS GROUP COMMANDER) (TITLE 32)
Summary This a National Guard Title 32 Excepted Service Position. This National Guard position is a Permanent GS-0340-14 PROGRAM MANAGER (AIR OPERATIONS GROUP COMMANDER) (TITLE 32), Position Description Number D1502P02 and is part of the MO 131st Bomb Wing. This is a non-bargaining unit position. This position is also advertised on AGR Announcement #AF24-150. Responsibilities Responsible to assume a leadership role in national level exercises that are indorsed by Joint Forces Command (USJFCOM) and sponsored by NGB that meet the criteria for joint interoperability training. Provides planning and direction to these exercises. In association with MAJCOM, incumbent develops force structure initiatives that effect future USAF requirements by participating in USAF level Integrated Process Teams (IPT). Incumbent actively helps NGB shape the force to meet changing needs of the Air Force by participating on Integrated Process Teams (IPT) at NGB, tailoring force structure for the future. Directs, supervises and manages subordinates in their evaluation, validation, and analysis in cooperation with USAF Research Labs for technology/operational information and field evaluation. Performs other duties as assigned. Provides direction and leadership to all unit members, including full-time air technicians and AGRs as well as traditional Guardsmen. Attends coalition nation conferences to provide direction and management of training in preparation for combined operations. Meets regularly with MAJCOM/cNAF Commanders and NGB and state leadership to advise on policies and procedures of the ANG Air Operations Group workforce. Partners with the Wing Commander of the host wing in a host/tenant relationship. Responsible for air technician personnel and AGRs who develop plans, attend conferences, and planning workshops; support national level exercises; and train all unit personnel to wartime mission-ready status. Meets regularly with state leadership and Wing Commanders to formulate policy and implementation plans for NGB programs affecting Air National Guard units in the state. Exercises direct responsibility for the readiness and implementation of a complex Air Force weapon system, the Air and Space Operations Center which functions at the operational level of war and war readiness. Responsible to the Governor to implement an Emergency Operations Center for control of ANG assets in the event of disaster or emergency. Responsible for the development of current and long range organizational plans that support the vision and goals of the unit and ensure that funds, equipment, manpower, and facilities are properly resourced and utilized to meet the mission. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - Col (O-6) Minimum Military Grade - Lt Col (O-5) immediately promotable to Col (O-6) GENERAL EXPERIENCE: Must possess experience, education or training in managing or directing, one or more programs, including appropriate supporting services organizations; supervisory, managerial, professional or technical work experience and/or training which has provided you with knowledge of management principles, practices, methods and techniques; and experience using computer and automation systems. GS-14 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience that demonstrates knowledge of air campaign strategy, combat plans, and combat operations; and your ability to perform long-term planning and organizational development necessary to accomplish air operations group functions in support of programs essential to Air National Guard daily operations, training, and readiness missions. The specialized experience must also demonstrate your ability to analyze problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and developing plans to facilitate the availability and effective utilization of various resources; and applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. SPECIALIZED SUPERVISORY EXPERIENCE: Must possess experience managing the function of the work to be performed that includes the ability to lead, direct and assign work of personnel. Must currently hold or able to maintain a TOP SECRET security clearance. Possession (or previous possession) of AFSC 11X3, 12X3, 13B3B, 13B3K or 18X3 is optimum. Education This job does not have a qualification requirement that allows substitution of education for specialized experience.
