The Program Manager/Budget Analyst will provide programmatic, budgetary and analytical support to a program within the DHS S&T. S&T is the science advisor to the Secretary and serves as the research and development arm of DHS. S&T’s mission is to enable effective, efficient, and secure operations across all homeland security missions by applying scientific, engineering, analytic, and innovative approaches to deliver timely solutions and support departmental acquisitions.
The interested candidate will work as part of a multidisciplinary team of high-performance professionals supporting the program as it addresses vexing technical and technological challenges, and developing solutions to counter current, emerging, and future homeland security threats. Role functions may include:
+ Monitoring project performance and reviewing deliverables to ensure technical, programmatic, and financial goals and objectives are met and identify possible program risks.
+ Maintaining and monitoring division/program budgets to include gathering and reviewing monthly reporting information from project/program performers and developing budget execution plans.
+ Providing support to Portfolio and Program Managers in their continued engagement with DHS S&T customers.
+ Assisting with the development and administration of RDT&E contracts, to include tasks such as: development of solicitation material, administration of source selection reviews, and assessing technical solutions.
+ Attending meetings, workshops, conferences, and program reviews at the direction of the program manager.
+ Providing assistance in managing and responding to program-aligned S&T Executive Secretary data calls.
+ Supporting the identification, assessment, evaluation, and testing of existing and emerging technologies, systems, and capabilities.

+ Either a Bachelor’s degree and 10 years of experience or a Master’s degree and 5 years of experience.
+ Applicants selected must be eligible for a SECRET clearance.

+ Expertise in portfolio, program, and project management and demonstrated proficiency providing program management and analytical support on research and development contracts.
+ Experience monitoring project development performance and reviewing deliverables to ensure technical, programmatic, and financial goals and objectives are met and identify possible program risks.
+ Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
+ Demonstrated strong technical writing skills, targeting both technical and non-technical audiences.
+ Comprehensive familiarity with the acquisition and procurement process to include understanding different assisted acquisitions and contract types, grants/ cooperative agreements and their purposes and potential uses.
+ Monitor and track funding, obligations and schedules; utilize financial databases and reports; provide financial analysis and presentations; support cost proposals and document financial processes
+ Advise, develop, and review procurement request (PR), contract, and other acquisition packages, including Acquisition Plans (APs), Acquisition Strategies (AS), Independent Government Cost Estimates (IGCEs), Justification and Approvals (J&As), Determination and Finding (D&F), etc., ensuring adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements.
+ Experience providing direct or consultant support to major programs or offices which required evaluation, analysis, and development of recommended solutions.
+ Experience providing consistent and clear communication with program managers and leadership.
+ Project Management Professional certification, Agile ScrumMaster/Project Owner certification, or demonstrated experience in program management.
+ Experience supporting DoD and/or DHS components (e.g., TSA, CBP, FPS, NPPD, DNDO/CWMD, USCG, ICE).
+ Proficiency with Microsoft Office (especially PowerPoint, Excel, and Project).
+ Candidates with a Secret clearance and DHS Suitability are strongly preferred.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
**Posted Salary Range**
USD $81,900.00 - USD $128,950.00 /Yr.
