Program Manager (Chief, Navigation Support Branch)
Summary About the Position: Serves as Chief, Navigation Support Branch, responsible for overall management of the District's surveying, small Unmanned Aircraft Systems (sUAS), geospatial services, floating plant, and Hampton Roads Drift and Prevention of Obstructive Deposits programs from initiation of projects to physical completion. Responsible for planning, budgeting, surveying, and management of floating plant in support of dredging, construction and operation and maintenance of all O&M projects. Responsibilities Exercises supervision over approximately 65 employees in engineering, project management, technical and administrative positions ranging in grade from GS-02 through GS-13 as well as wage grade positions Oversees the Geospatial Services Section, the Navigation Analysis Section, the Floating Plant Section, and Survey Section. Performs long range and short-range planning, making work assignments and adjustments as necessary to accomplish branch missions Performs supervisory personnel management functions such as evaluating performance of subordinate supervisors Budgets and plans the District's Surveying, Floating Plant, and Hampton Roads Drift and Prevention of Obstructive Deposits Program, including the development of long- and short-range surveying plans. Collaborates with the Resource Management Office in preparation, execution, and administration of the Plant Replacement Improvement Program (PRIP) and Revolving Fund. Establishes and maintains the Facilities Equipment and Maintenance System (FEM) standard system to capture cost and ensure the execution of scheduled or corrective maintenance activities for assets and systems. Coordinates all features of the Surveying, Floating Plant, and Hampton Roads Drift and Prevention of Obstructive Deposits program with other responsible District elements and with various state and federal environmental agencies Supervises accomplishment of all topographic, hydrographic, real estate and other surveying information for the civil and military programs. Supervises removal of obstructions and control of hazardous obstructive and unsanitary material enforcement activities in navigable waters of the District. Oversees maintenance and operations of floating plant consisting of crane barges, push boats, patrol vessels, survey vessels and small inspection craft. Specialized Experience: One year of specialized experience which includes: Applying technical expertise and extensive knowledge of management concepts, principles, and practices to develop, administer and manage programs related to Civil Works, Navigation, Environmental or similar projects; and/or Planning widescale surveying projects and/or conducting program review and analysis briefings to compare progress with objectives and established milestones; and/or supervising multiple employees in execution of special projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
