Summary About the Position: Serves as Chief, Operations Branch, responsible for overall management of the District's Operation and Maintenance (O&M) Program from initiation of projects to physical completion. The O&M Program includes navigation and flood control missions, as well as water quality and environmental functions. The Chief, Operations Branch, is responsible for planning, budgeting, and design of dredging projects and construction and operation and maintenance of all O&M projects. Responsibilities Exercises supervision over approximately 60 employees in engineering, project management, environmental, technical and administrative positions ranging in grade from GS-02 through GS-13 and wage grade employees. Performs long range and short-range planning, making work assignments and adjustments as necessary to accomplish branch missions. Budgets and plans the District's dredging program, including the development of long- and short-range dredging plans. Performs supervisory personnel management functions such as evaluating performance of subordinate supervisors, interviewing and selecting applicants, determining training needs and processing personnel actions. Performs studies, attends meetings and seminars, develops contacts with the dredging industry with the goal of attaining information that will permit the District to attain "state-of-the-art" in planning and execution of the dredging program. Oversees operation and maintenance of the Gathright Dam and Lake Moomaw projects, including flood control, water quality, and recreation activities. Oversees maintenance of Corps of Engineer Civil Works buildings, grounds, waterfront structures, and project lands in the Norfolk District Responsible for the operation and maintenance of the Craney Island Dredged Material Management Area to include all facilities management. Specialized Experience: One year of specialized experience which includes: Applying technical expertise and extensive knowledge of management concepts, principles, and practices to develop, administer and manage programs related to Civil Works, Environmental or similar projects; and/or Maintaining the operations of various waterway projects (such as dredging, dam control, canal maintenance and associated highway bridges, locks and water control spillways); and/or conducting program review and analysis briefings to compare progress with objectives and established milestones; and/or supervising multiple employees in execution of special projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Accountability Administration and Management Decision Making Human Capital Management Organizational Awareness Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
