Reports to: Program Director of Children’s Services and Intensive Respite
Full Time: Monday to Friday, 8:00 a.m. to 4:00 p.m. - Flexible to meet the needs of the program

Our focus is supporting individuals through residential housing, mental health, and clinical services, and immersing our participants in community engagement. Working closely with the Office for People with Developmental Disabilities and the Office of Mental Health, we support 27 housing locations and 3 administrative buildings.
Main Function: Under supervision of the Program Director, as part of a leadership team and in keeping with Agency policies and procedures, professional standards, and applicable regulations, uses own experience and judgement to carry out the mission of the Children’s Intensive Respite program. Responsibility includes oversight of assigned personnel, properties, completing intake and other assessments, writing and implementation of all necessary plans, writing behavior plans and training staff on plans, management of day-to-day operations and completion of admissions and discharge processes, following up with children and families after discharge. Program Manager will ensure that services are provided in a person-centered manner to children with developmental disabilities, significant mental health and/or behavioral needs receiving intensive respite services.
Duties and Responsibilities:
+ Provision of services for child/family
+ Responsible for of day-to-day operations, ensuring smooth functioning and adherence to person-centered principles in all aspects of service delivery, including intake, scheduling, admissions, and discharge processes.
+ Collaborate with clinicians, case managers, hospitals and other professionals to develop and implement individualized care plans that reflect each child's unique strengths, preferences, and goals. Ensure that the plans are person-centered and responsive to the evolving needs of the children.
+ Monitor to ensure services are implemented as described in Service plans/Staff Action Plan/Treatment Plan/etc.
+ Create and monitor a supportive and therapeutic environment that promotes emotional regulation and stability, fostering a sense of security and belonging for children in crisis.
+ Develop daily/weekly staff schedules to meet the needs of participants
+ Assist/support child with ADL skills including, but not limited to; bathing, toileting, dressing, dining, mobility, as needed
+ Plan and engage children in a variety of person-centered recreational and therapeutic activities designed to promote positive coping skills, socialization, and personal growth.
+ Safely transport and accompany children to activities of their choice, therapies, appointments and other community outings as needed
+ Monitor and maintain participants’ safety
+ Complete risk assessments upon intake of each child as needed
+ Develop safeguards for each child based on risk assessment and train all staff
+ Develop behavior plans and train all staff on each child’s plan
+ Observe staff on implementation of behavior plans and review behavior data
+ Train and implement person-centered intervention techniques and de-escalation strategies to effectively manage challenging behaviors and situations, ensuring the safety and well-being of each child
+ Implement a system to communicate effectively and timely with participants, families, advocates, care managers and other members of the child’s team
+ Review incident reports and develop safeguards to prevent future incidents
+ Maintain appropriate records and complete required documentation
+ Ensure all required documentation is completed with required elements and maintained per Agency procedures; including service notes, monthly notes, staff action plans, service plans, behavior plans, billing etc. Ensure required authorization documents are current and in individual’s record (may include service plan, Life plan, physician authorization, LCED, etc.)
+ Maintain and oversee accurate and transparent documentation of services provided, emphasizing the child's progress, preferences and choice(s).
+ Ensure all documentation adheres to person-centered principles and respects confidentiality
+ Complete participant/family satisfaction per agency standard and analyze results
+ Implement system to measure quality initiatives and program outcomes. Monitor the status of program outcomes data and ensure data is submitted in a timely manner for the Agency dashboard
+ Manage program expenses in keeping with budget guidelines
+ Manage and monitor the program budget, ensuring resources are allocated efficiently and effectively to support person-centered care
+ Identify opportunities for cost savings and revenue generation while maintaining the highest standards of service quality
+ Ensure monthly billing is completed accurately and submitted to the Finance department per agency procedures
+ Maintain and monitor records for petty cash and other monies kept on-site, ensuring to keep necessary receipts and completing documentation per agency procedures
+ Supervision of assigned staff
+ Supervise Children’s Respite Specialists
+ Monitor staff through observation and review of documentation that the Service plan/Staff Action Plan/Behavior Plan/Upstate Plan and safeguards are implemented correctly
+ Facilitate ongoing training and professional development opportunities for staff members, focusing on person-centered approaches, behavioral management strategies, and trauma-informed care
+ Implement a system for ongoing supervision meetings and program staff meetings
+ Provide ongoing direction, support and performance evaluation for assigned staff
+ Monitor and approve staff timecards and mileage per agency guidelines
+ Community and Teamwork
+ Work collaboratively with the child, family, program staff, clinicians, hospital staff, co-workers and supervisor
+ Act as an advocate for child/family as needed or requested
+ Attend staff meetings and other meetings/committees as directed by supervisor
+ Follows Agency standards and procedures
+ Follow and ensure program staff adhere to Agency standards policies, procedures and best practices
+ Provide and ensure program staff provide person-centered, family friendly, quality services
+ Ensures staff obtains and demonstrates core competencies
7. Other duties as assigned
Education/Experience:
Must be Behavior Intervention Specialist 1 certified or Board Certified Behavior Analyst certified. One year experience working with children with intellectual disability or a Mental Health diagnosis preferred. Experience working with children with behavioral needs preferred.
Conditions of Employment:
Must have a valid New York State driver license in accordance with the Agency Vehicle and Driving Policy and transportation necessary to meet program needs. Must be willing to visit children and families in their home setting, travel outside Onondaga County may be required. Must be able and willing to demonstrate direct care duties, including personal assistance. Must be able to lift 50 pounds
