Program Manager - Cord Blood Bank Program (Part-Time)

SUMMARY
The primary purpose of the part time Cord Blood Bank Program Manager position is to oversee the procurement of supplies, reagents and equipment for the Cord Blood Bank, primarily focusing on purchasing activities, monitoring of receivables and standing orders for critical supplies, and to assist with the development and negotiation of procurement and service agreements for supplies, equipment and vendors. In order to support the stringent regulatory requirements of an FDA Biologics License, it is paramount to utilize established systems and procedures to ensure vendors are qualified, inventory levels are monitored and maintained, purchases are received and qualified for clinical use and accurate inventory and financial records are maintained.
KEY FUNCTIONS
Procurement and qualification of all supplies, reagents and equipment:
Source, qualify and create and maintain documentation for all new vendors for the (CBB).
Work with vendors to negotiate pricing and solicit bids, ensuring conformance with institutional policy.
Identify backup suppliers and vendors for all critical supplies.
Support growth of CBB operations through identification of new and/or alternative supplies and reagents, change requests and associated risk analysis. Responsible for the procurement, development of qualifications and associated documentation, space planning and PAR level establishment.
Monitor standing orders and purchase orders, specifically account balances to ensure sufficient funds are available.
Support contract negotiations and subsequent follow-up for equipment and reagents, acquiring knowledge of best practices and vendor availability to ensure best purchase price.
Closely monitor and communicate contract renewal timelines for equipment, reagent rentals, service agreements, etc. to prevent lapses in coverage and pricing.
Coordinate purchase of capital equipment for the laboratory and administrative offices.
Coordinate logistics for delivery and installation of new equipment.
Initiate and complete work request forms for changes/repairs, obtaining cost estimates for approval.
Anticipate disruptions to supply chain and source multiple vendors, utilizing established contacts to gather information and place multiple orders to ensure continuous supply and maintenance of par levels. Monitor orders and delivery schedules, communicate directly with vendor contacts to ensure on time or request expedited deliveries of critical supplies for uninterrupted workflow for the entire cord blood bank's 24/7 operations.
Training and Development:
Provide training and verify competency on technical procedures for all CBB procurement personnel.
Develop white sheets for process flows related to procurement, sourcing and contracts and provide training to incumbent for procurement administrative activities.
Financial Management, Reconciliation and Budget Planning:
Maintain supporting documentation, authorization files and database to track inventory and assets.
Interact with all levels of personnel within the department, other institutional departments, as well as outside companies to resolve problems/errors or questions regarding basic accounting and reconciliation.
Assists in the audit process of all Cord Blood Bank accounts.
Ensure that HRSA contractual requirements are met for annual supply acquisitions from HUB (Historically Under Utilized) vendors. Partner with HUB management in sourcing and contracts to monitor spending and develop accurate reporting for quarterly and annual reports to HRSA as required by the contract.
Monitor and reconcile spending supplies, reagents, equipment and reagent rentals, and service contracts for all grants and associated chart of accounts.
EDUCATION
Required:
Bachelor's degree.
Preferred:
Master's degree
EXPERIENCE
Required:
Five years related experience, to include three years program management experience.
May substitute required education degree with additional years of equivalent experience on a one to one basis.
With preferred degree, three years of required experience.
