Program Manager - Home Based Early Childhood Services

The Home Based Early Childhood Services Program Manager oversees the daily operation and overall management of the home-based early childhood education program in DeKalb, Boone and Grundy counties. The Program Manager may be responsible for supervising Supervisors, Home Visitors, Family Support Specialists and other staff, as assigned.

Core Responsibilities:

Manage all components of the Home-Based Program, including ensuring that children and families receive high quality home-based services and follow-up as needed and that accurate records are maintained of all program activities. Supervise assigned staff, which includes Program Supervisors, and may include direct service staff.  Assist in the development and evaluation of planning and monitoring activities and program policies and procedures, as well as program curriculum, ensuring that the program is meeting all grant, contract, funder and accreditation requirements. Provide ongoing training and technical assistance to support implementation of home visiting curriculum and to increase knowledge in the delivery of quality early childhood education, health, nutrition, social emotional and physical development services. Ensure program maintains full enrollment; monitor enrollment and attendance/participation. Collaborate with other leadership and direct service staff to ensure continuity of care for families and comprehensive and inclusive services for all children. Create and implement data collection systems and analyze program data to guide decisions for continuous quality improvement of program outcomes, child goals and family/community services. Assess department training needs and coordinate or identify applicable training opportunities for staff.  Participate in the development and management of the program budget, including monitoring and approving program expenses, inventory control, purchasing of all supplies and equipment, and making budget revisions. Complete regular reports that identify progress in meeting program goals and service delivery data; assist with grant applications and other essential reporting as required by the funder. Assist with the coordination of all site activities including socializations, parent meetings, site visits, tours, and parent and staff events or activities as needed. Ensures parent representation is present at Parent Policy meetings.

Candidate qualifications:

Bachelor’s degree in Early Childhood Education, Child Development, Social Work or a related field required. Minimum of five years' experience working in an early childhood or home visiting program required. Minimum three years' experience in a supervisory or management role in an early childhood or home visiting program required. Minimum of three years' experience working in Early Head Start/Head Start Home Visiting program preferred. Experience working with low socio-economic and culturally diverse families required. Experience in reading, correctly interpreting, and following government regulations required. Working knowledge of Creative Curriculum, Learning Games and/or Parents as Teachers preferred. Excellent verbal and written communication skills required. Advanced organizational skills and the ability to set priorities, handle multiple projects and responsibilities, and meet deadlines required. Intermediate computer skills, including Microsoft Office and Outlook, and competency with applicable web-based systems, required. Valid driver's license, insurance, and a reliable vehicle required. Bilingual (English/Spanish) preferred.

Job details:

Compensation: Range starts at $65,600/year; offers are commensurate with experience and bilingual (English/Spanish) candidates may receive additional compensation. Benefits: Medical/dental/vision insurance, 3+ weeks paid time off in the first year including the week between Christmas and New Year’s Day (PTO increases with tenure); 11 paid holidays, supplemental insurance options, 401(k) with match (more benefits details here). Location: Hybrid (remote 3-4 days/week); Office located in DeKalb, IL. This position also requires occasional in-person attendance at community meetings, home visits, or program events in DeKalb, Boone and Grundy Counties. Schedule: Full-time, salaried; general business hours with some flexibility for special projects and events.
