Program Manager II (Contingent Upon Award)

As a Program Manager II, you will support the business objectives at SNC. You will be responsible for total Program for total Program Contractor Logistics Support (CLS) Management of a highly complex project, , major systems and subcontractors with specifically focused responsibility for customer relationship, cost, schedule and technical planning, tracking and reporting, technical execution, and ensuring overall program performance objectives are achieved. You will manage a program of $20M or greater with varying CLS, deployment and sustainment engineering scope, greater than medium complexity and requiring high customer interaction.

Responsibilities:

Cost, Schedule and Customer Relationship considerations are of higher risk to the company.  You will supervise the work of program and project staff and be responsible for add-on work and proposal tasks from first customer interaction, defining requirements, basis of estimates, negotiation and contract award. You will participate in business resource planning/tracking in coordination with other corporate entities and responsible to formulate a team that can fulfill program requirements. You will be responsible for ensuring program issues and problems are identified, tracked, and resolved; and for program risk management and ensuring risks are identified, mitigated, tracked, and managed. You'll be responsible for conducting routine meetings, interfacing on project/program status, developing proposals, researching/fact-finding, coordinating audits, and negotiating with project/program stakeholders to ensure enterprise initiatives meet cost, budget, and schedule constraints. You'll support the Program Director and Business Operations in fulfilling their responsibilities for the Business Area.

Qualifications You Must Have:

Bachelor's degree in Business, Finance, Project Management, Management, Engineering or related fieldTypically 8+ years of progressive experience in project or program managementAbility to obtain a Department of Homeland Security (DHS) Background Investigation ([BI] TS Equivalent) Typically 3+ years leading medium scale project scope spanning 1-2 years, while leading teams made up of 5+ cross functional team membersExperience with the evaluation of requests for proposals and/or quotes. Experience with preparing, reviewing, and submitting proposals and/or quotes.Experience with managing a complex project or larger program.Experience in team building, time management, conflict resolution, communication, briefing, presentation, strategic thinking, marketing, and literacy in the program management disciplines.Demonstrated financial acumen to ensure decisions are fiscally sound and responsible.Requires ability to execute coordination of all elements of a program, i.e., Program integration management. Perform task coordination, resource development, stakeholder identification, etc. Capability to manage program lifecycle conflicts, prioritize competing priorities/requests, and evaluate available resources.Requires ability to identify, assess, and control financial, technical, and legal risks.Proficient leadership abilities inclusive of successful change management, mentoring, career development, training, succession planning, holding people accountable, and conducting yearly reviewsRequires ability to manage complex situations, delegate authority, lead and inspire your team, drive innovative thinking, instill collaboration, drive for success, challenge status quo, and demonstrate the ability to adapt to dynamic situationsOne of the following:
• Minimum of six years of direct P-3 and/or DHC-8 experience (P-3 and DHC-8 experienced may be combined);
• Minimum of six years DOD multi engine aircraft experience;
• Minimum of six years commercial multi engine aircraft experience; or
• Minimum of eight years aviation experience.The ability to obtain and maintain a Secret U.S. Security Clearance is required

Qualifications We Prefer:

Experience working with and/or managing Contractor Logistics Support efforts and/or working with P-3’sProject Management Professional (PMP) Certification (will not be considered in lieu of required experience)Advanced degree in Business, Management, Engineering or related field (may be considered in lieu of 1 year of required project/program management experience)Understanding of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFARS)Working knowledge of Program Management Institute Program Body of Knowledge (PMBOK)Managing projects using Capability Maturity Model Integration (CMMI), agile and or spiral development modelsManaging projects requiring Earned Value ManagementUnderstanding with application tools and data architecturesAbility to reinforce the usage & application of Corporate PM tools.Ability to participate in PM process & tool improvement initiatives for the Business Area.Ability to keep program management informed of function & process changes within project controls.Ability to enhance program management expertise in the staffAbility to establish new & further refining existing templates, tools, & guidelines for program documentation & executionExperience with ensuring compliance with approved Corporate and ISO 9001:2000 Policies and Processes
