Licenses or Certifications:Valid Texas Class C Driver License. Notes to Applicants The Program Manager II provides oversight and leadership for multiple regulatory compliance programs managed by Austin Energy Environmental Services.

The primary responsibilities for this position include: Serve as primary point of contact (technical & operational) for multiple environmental compliance programs to both internal and external stakeholders. Coordinate and lead day-to-day program operations, including logistics planning, contractor management, regulatory reporting, budget management, etc. Participate in strategic planning process to define program direction and prioritize needs. Work closely with other Environmental Services work groups in execution of departmental objectives and large-scale projects. Coordinate contract management activities for associated programs, including RFI/RFP preparation, vendor evaluation, invoicing, tracking expenditures relative to budget, QA/QC, and contract compliance oversight.

To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months. Travel: If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. This position has been designated as a Critical Employee position. Critical Employees are considered necessary and vital and supports activities that impact City or department operations. This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. Schedules may be modified, and employees may be reassigned to another area during extraordinary situations or emergency conditions to provide essential services.

Develops and implements full-scale programs that may have multiple internal and external stakeholders. Determines program goals, objectives, and resource requirements. Establishes program standards, methods, policies, and procedures. Coordinates and collaborates with multiple stakeholders involved in or affected by programs. Monitors and evaluates program effectiveness, and implements improvement strategies. Develops, manages, and monitors the program budget and associated projects and provides financial information. Assists in the development, management, and submittal of proposed budget forecast planning. Manages, coordinates, implements, and monitors projects associated with assigned programs. Interacts with internal and external customers. Investigates and responds to inquiries from the public and other departments.  Attends meetings and conducts presentations Board and Commissions, City Council Committees, City Council, and other related agencies.
