Program Description: Cascadia operates three secure residential homes in the Portland Metro area. These are homes for adults who experience severe and persistent mental health challenges. Employees work as a team to provide comprehensive services that focus on psychiatric treatment, personal care, skills training, and case management. Our residents are referred from the counties or the state and must either be under commitment or have a guardian. The focus of treatment is on immediate safety and preparing individuals to live in a less restrictive environment. Our work is important, impactful, and rewarding to those we are lucky enough to serve. Sites include Faulkner Place, Arbor Place, and Barbara Roberts House.
Position description: The Program Manager III is responsible for the comprehensive management and oversight of assigned residential treatment programs. This role ensures the delivery of high-quality clinical and medical services in alignment with organizational goals and regulatory standards. The Program Manager III leads a team of dedicated staff, providing supervision, training, and evaluation to maintain the highest standards of resident care. Key responsibilities include monitoring program effectiveness, managing financial operations, ensuring compliance with licensing requirements, and fostering a safe, therapeutic environment. This position requires strong leadership skills, the ability to manage crisis situations, and a commitment to continuous improvement in service delivery. The Program Manager III also serves as a liaison with community partners, stakeholders, and referral sources, ensuring smooth operations and positive outcomes for residents.
Responsibilities:
Manage and oversee daily operations of assigned residential treatment program(s), ensuring the delivery of high-quality clinical and medical services in alignment with organizational goals and standards. Monitor program effectiveness by evaluating and implementing changes that enhance service delivery, efficiency, and cost-effectiveness, while maintaining compliance with relevant regulations and internal policies. Develop and maintain program goals in collaboration with leadership, integrating best practices and evaluating the effectiveness of services provided. Supervise, train, and evaluate program staff, including determining staffing needs, hiring, and conducting performance reviews. Ensure staff competency in all areas, including medication management, crisis intervention, and resident care. Provide leadership in crisis situations, coordinating with the treatment team to develop trauma-informed interventions and maintain a safe environment for residents and staff. Ensure compliance with licensing and regulatory standards, including preparation for inspections and maintaining all aspects of the facility according to applicable guidelines. Oversee financial management, including budgeting, tracking expenses, and ensuring compliance with fiscal policies. Process program referrals, conduct screenings, and facilitate client move-ins while maintaining positive relationships with community partners and stakeholders. Maintain accurate and up-to-date documentation in electronic health records (EHR) and ensure compliance with all agency policies, procedures, and applicable regulations. Ensure the cleanliness, safety, and maintenance of the facility, including adherence to fire safety protocols and evacuation procedures. Support and oversee the delivery of therapeutic services, including developing curriculum, scheduling activities, and ensuring staff productivity and quality of care. Handle client money management, oversee medication management services, and ensure proper documentation and training in these areas. Participate in all scheduled meetings, training, and continuing education to stay informed and develop professional skills. Perform other duties as assigned to support the overall success of the residential program.Qualifications
Education: Bachelor’s degree in a behavioral science field from an accredited college or university or three years of full-time professional experience providing direct service to individuals in a social service setting. Demonstrate the competencies to become credentialed as a Qualified Mental Health Associate (QMHA), as outlined in the Oregon Administrative Rulings (OARs). Certification must be kept current and in compliance with OARs through MHACBO.
Experience
Five years of clinical experience providing outpatient or inpatient services in a mental health or social service setting is required. Two years of supervisory experience is preferred.Specialized Knowledge, Skills and Abilities:
Proficient verbal and written communication skills. Basic knowledge of Trauma Informed Care (TIC), Motivational Interviewing, and Evidence-Based Practices. Basic understanding of recovery models, illness management, and strength-based philosophies. Knowledge of Microsoft Office Suite (e.g., Word & Excel). CPR Certification (training provided post-hire).Other: Possess a valid driver’s license, minimum of one year driving history, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course (some programs).
Working Conditions:
Environmental: Work is generally performed in a residential treatment home and occasionally in the community. Universal precautions should be taken due to exposure to disease, biohazards, noise, and contaminants. Operating Hours: The general working hours for this position is business hours, 8:00 a.m. to 5:00 p.m. Due to the nature of residential/direct service work, the Program Manager is required to be flexible to meet program(s) need, including covering open shifts as needed to meet staffing ratios which may include occasionally working swing and overnight shifts. The Program Manager is also required to participate in an on-call rotation and provide response to the program(s) in the event of a crisis or emergency. Schedules may vary depending on program. Mental: Meal periods and breaks may be interrupted. Constant awareness and alertness are critical to detect and address escalated, potentially volatile situations. Physical Demands: Requires constant alertness, perception, and awareness of surroundings. Regularly stationary work at a computer, moving around program spaces, assisting residents with daily living tasks, cleaning, and using a computer for documentation. Requires occasional lifting of 20 to 50 lbs. (e.g., supplies). Requires occasional fast movement in potentially escalated situations to evade harm.Cascadia is an Equal Opportunity Employer.
