Summary: Goldbelt Frontier LLC is seeking an experienced and mission-driven Program Manager Master to lead the Business Operations and Executive Support Services (BOESS) contract in direct support of the Assistant Director for Health Care Administration (ADHCA) at the Defense Health Agency (DHA). ADHCA is responsible for the planning, administration, and sustainment of health care delivery across all Department of Defense (DoD) Military Treatment Facilities (MTFs), as well as the operational readiness of both the medical force and the armed forces. This position plays a pivotal role in managing critical business functions, including military and civilian personnel, manpower support, resource management, and executive-level operations, in support of ADHCA’s oversight of the TRICARE Health Plan and unified Military Health System (MHS). Expected 5-year contract contingent upon award. Responsibilities Essential Job Functions: Lead executive-level program management across healthcare administration, personnel support, and resource management. Serve as the primary liaison with DHA/ADHCA leadership, ensuring mission execution and strategic alignment. Oversee the development and execution of task plans, schedules, and deliverables in compliance with contract and policy requirements. Direct business operations to align with ADHCA’s priorities and support effective program execution. Lead strategic planning sessions, program reviews, governance meetings, and executive engagements. Ensure performance excellence through risk management, quality assurance, and process improvement. Oversee recruitment, onboarding, and retention to meet staffing requirements. Maintain compliance with DoD/DHA policies and federal healthcare regulations. Manage executive support services, including correspondence, briefings, decision support, and strategic communications. Align healthcare delivery strategies with operational readiness across military branches. Coordinate joint initiatives with TRICARE leadership, DHA divisions, and external agencies. Analyze healthcare policies and regulations to provide strategic insights and recommendations. Drive organizational change aligned with MHS transformation objectives. Qualifications Necessary Skills and Knowledge: Deep understanding of DoD healthcare, including MTFs, TRICARE, and MHS operations. Expertise in program and project management within complex federal environments. Ability to implement healthcare policies within an operational setting. Strong leadership, analytical, and communication skills for engaging senior government officials. Skilled in stakeholder engagement, change management, and strategic execution. Proficiency in Microsoft Office Suite, SharePoint, and task management tools (Microsoft Project, Jira, Confluence). Minimum Qualifications: At least 5 years of program management or consulting experience, preferably in federal healthcare or DoD environments. Proven track record managing large teams and concurrent projects. Experience supporting executive leadership in federal agencies. U.S. Citizenship and ability to obtain a Public Trust clearance. Preferred Qualifications: Bachelor’s degree in Health Administration, Business, Public Administration, or related fields. Prior experience with DHA, MHS, or similar federal health entities. Familiarity with TRICARE operations and military medical readiness policies. PMP certification or other recognized project/program management credential (strongly preferred).
