RiverTech is looking for a highly skilled and proactive Program Manager to oversee and manage program operations. In this role, you will ensure that all work and deliverables meet the highest quality standards and are completed are in accordance with the statement of work. You will also be responsible for providing timely updates and detailed reports to the Contracting Officer's Representative (COR) on the status and performance of contract employees, both daily and as needed. This is a hybrid role with in-office requirement so selected hire will reside in the DC/MD/VA area.
Responsibilities
Acquires, develops, and manages project teams; oversee the staffing and personnel management within the program, including recruitment, training, and performance evaluation (supervise personnel); maintain and manage communication between all parties.
Reports, manages workload oversight, and ensures the proper allocation of resources as needed; define, sequence, and estimate activities and resources.
Ensures all contractual obligations are met, including deliverables, schedules, quality standards, performance and compliance requirements.
Analyzes the operational security environment throughout Personnel Security Subdivision (PSS) (where contractor employees are concerned) and work closely with the PSS COR to ensure contractual obligations are being met.
Provides risk management planning and perform qualitative risk analysis to ensure contract compliance.
Oversees and implement quality control processes and contract compliance and continuously monitor program performance.
Identifies, assess, and mitigate risks associated with the program to minimize potential impacts on project success.
Generates detailed performance reports and analytics to inform decision-making and improve program outcomes.
Qualifications
A Bachelor’s degree.
Seven (7) years of management experience.
Four (4) years of experience in personnel security.
Three (3) years in industrial security administration.
Active Top-Secret Clearance with SCI Eligibility.
Expert knowledge of the personnel and industrial security processes:
Knowledge or awareness of government policies or regulations governing security suitability and eligibility, such as Federal Investigative.
Standards (FIS), Executive Orders (E.O.) 12968, 13526, and 10450, Code of Federal Regulations (CFRs), Security Executive Agent.
Directives (SEADs), Intelligence Community Directive (ICD) 704 or other guidelines to make the appropriate adjudication recommendations.
Expert knowledge of NISPOM, and DHS/CISA security standards.
Knowledge of the DD Form 254 Lifecycle to include reviewing, drafting the form and requesting approval.
Expert knowledge of the National Interest Determination and Foreign Ownership Control and Influence evaluation.
Expert knowledge of the Continuous Evaluation Program, continuous vetting, and RAPBACK.
Expert knowledge of Initiate and processing background investigations via the electronic questionnaires for investigations. processing (eAPPapp) system.
Experience with risk management including problem identification and problem solving is highly recommended.
