Summary This vacancy is for PROGRAM MANAGER (Quality Assurance) position in the Program Performance and Stakeholder Integration located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. Responsibilities The incumbent serves as the Program Manager for the Program Management and Evaluation and is responsible for overseeing and collaborating on the development and execution of quality measures for the Census Bureau’s major programs. Establishes objective quality and evaluation standards and provides insight to both individual programs and the aggregate of Census programs through the identification of trends and leading indicators. Conducts a wide variety of projects for the PPSI Chief and Deputy Chief, requiring cross-Bureau collaboration in defining problems and solutions. Prepares policy analyses for the PPSI Chief and Deputy Chief on various issues affecting the Director’s Suite and the Census Bureau enterprise wide. Leads a variety of cross-organizational planning, advisory, project and evaluation teams, applies expertise to the resolution of complex problems, makes recommendations to appropriate senior agency officials. Requirements Conditions of Employment Qualifications This Job Opportunity Announcement may be used to fill other PROGRAM MANAGER (Quality Assurance), 0340-15, FPL GS-15, positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience. Specialized Experience for the GS-15 You must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service. Experience includes, cross-organizational planning, directing, and evaluating office programs and activities, including exercising managerial authority and oversight over staff and contractors; experience in supervision of subordinate staff to provide technical and administrative leadership using professional knowledge in the assessment of problems of critical importance to the organization; experience in researching, planning, and implementing the use of personnel, fiscal and contractual resources while minimizing risk to the successful completion of the organization's operations; experience developing and implementing quality control systems and processes; and experience performing quality assurance audits, monitoring steps of the processes, identifying discrepancies and recommending improvements. Education: Education can not substitute experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer. Education Additional Information If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated. Once renovations are completed for your area, you will be notified when to return to the office. At that time, you will be expected to work from your duty station, and you may be eligible to telework, up to 8 days a pay period depending on your respective work schedule, with approval from your supervisor.
