Summary This vacancy is for a Program Manager (Requirements Engineering) position in the PPSI located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. Responsibilities The incumbent oversees and collaborates on the business requirements engineering, release train management, business process management, as well as enterprise system onboarding. Supervises a staff of employees engaged in providing enterprise governance and evidence-based decision support, performance management, portfolio management and organizational development. Oversees and collaborates on PPSI strategic management responsibilities, represents the Census Bureau in its dealings with Department of Commerce fostering a favorable climate of public relations and program integration. Oversees and provides the management administration, analysis, coordination, and integration of a full range of activities under the purview of the PPSI Chief. Designs and conducts complicated management of a wide variety of projects for the PPSI Chief. Provides advisory services on issues of such intensity and breadth that they often require input and cross-Bureau collaboration in defining problems and solutions. Requirements Conditions of Employment Qualifications This Job Opportunity Announcement may be used to fill other Program Manager (Requirements Engineering), 0340-15, FPL GS-15, positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience. Specialized Experience: For the GS-15: You must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service Experience which includes: 1) Planning, directing, and evaluating programs and activities, including exercising managerial authority and oversight over staff and contractors; 2) Supervising subordinate staff to provide technical and administrative leadership using professional knowledge in the assessment of problems of critical importance to the organization; and 3) Researching, planning, and implementing the use of personnel, fiscal and contractual resources while minimizing risk to the successful completion of the agency's enterprise-wide operations. Education: Education can not substitute experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer. Education Additional Information If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated. Once renovations are completed for your area, you will be notified when to return to the office. At that time, you will be expected to work from your duty station, and you may be eligible to telework, up to 8 days a pay period depending on your respective work schedule, with approval from your supervisor.
