Program Manager - Senior

Bluehawk, LLC is seeking a highly skilled Senior Program Manager to join our team supporting the Defense Counterintelligence and Security Agency (DCSA) and the DoD Insider Threat Management and Analysis Center (DITMAC). The successful candidate will be responsible for overseeing and managing a geographically dispersed team focused on User Activity Monitoring (UAM) initiatives aimed at reviewing potential insider threat behavior. This role involves directing efforts to provide comprehensive programmatic support to the Secret Internet Protocol Router Network (SIPR) UAM mission and enhancing overall DCSA capabilities. *** This position is contingent upon award.*** Responsibilities + Program Management: Manage The Bluehawk Team SIPR UAM operations to ensure production schedules are met, system resources are utilized effectively, and that proper relationships are established between customers. Responsible for cost, schedule, performance and risk identification / mitigation on projects including but not limited to systems, tools, equipment, software, facilities and other activities. Coordinates resolutions to production-related problems. + Leadership and Coordination:Provide strategic leadership and direction to a diverse team, fostering a collaborative and high-performing work environment. + Operational Oversight:Coordinate activities across multiple locations, ensuring consistent communication, alignment of goals, and adherence to project timelines. + Compliance and Standards:Ensure all operations comply with DCSA/DITMAC regulations, standards, and best practices. + Stakeholder Engagement:Act as the primary point of contact for the client, maintaining strong relationships and ensuring their needs and expectations are met. + Performance Monitoring:Implement and monitor performance metrics to evaluate the effectiveness of program activities and identify areas for improvement. + Risk Management:Identify potential risks and develop mitigation strategies to ensure the successful delivery of program objectives. + Reporting and Documentation:Prepare regular reports and documentation for internal and external stakeholders, providing updates on program status, achievements, and challenges. + Travel:Travel within the Continental United States (CONUS) and possibly to Hawaii is required in performance of duties. Qualifications + Clearance:Active TS/SCI Clearance Required + Education:Master’s degree in an area related Business Administration, Management from a college or university accredited by an agency recognized by the U.S. Department of Education; or have bachelor’s degree and an additional 5 years of related senior program management experience, for a total of 17 years, as a substitute to the master’s degree. + Certifications:Relevant certifications such as Program Management Professional (PgMP), Project Management Professional (PMP), or other related certifications. + Experience:Minium of 12 years of experience Program/Project Management experience, with at least a portion of the experience within the last 2 years. - Extensive experience in program management, particularly within the context of managing a geographically dispersed workforce. - Previous experience working on DoD contracts and a thorough understanding of DoD regulations and standards. - Demonstrated experience in managing and leading diverse teams, with the ability to mentor and develop team members. - Proven track record in coordinating operations across multiple locations and ensuring consistent communication and goal alignment. - Highly Desired: Previous experience working with the Defense Counterintelligence and Security Agency (DCSA) or the DoD Insider Threat Management and Analysis Center (DITMAC) + Technical Skills: - Proficiency in using program management tools and software. - Strong understanding of performance monitoring and risk management methodologies. - Desired: Understanding of tiered User Activity Monitoring (UAM) systems, including basic monitoring and alerts (Tier 1), advanced analysis and correlation (Tier 2), and expert investigation and response (Tier 3). + Soft Skills: - Excellent leadership and strategic planning skills. - Superior written and verbal communication skills. - Ability to work collaboratively in a team environment and across different geographic locations. - Detail-oriented with a strong focus on accuracy and precision.
