Job Description:

The Program Manager role leads the support of the Project Manager Cyber and Spce (PM C&S) Systems Engineering Technical Assistance (SETA).  The PM manages program risk, lead client management, oversee profit and loss, manage staff and subcontractors, and help ensure a team of SMEs deliver for the client’s mission needs Internally, the PM will track financial data and help ensure the program is executed successfully within PWS requirements and financial goals.  This role will also enable career growth with the opportunity to support business growth, lead personnel management, and take on greater responsibilities as additional contract opportunities arise.

Responsibilities:

Provide overall direction of program activities. Manage and maintain contractor interface with the senior levels of the customer’s organization. Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations.Establish and maintain technical and financial reports to show the progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative and provide support to marketing personnel in identifying and acquiring potential business. Coordinate with the contracting organization’s program office to enable timely problem resolution.Provide overall program management of the contract, including budgeting, scheduling, trade-off analysis, lifecycle cost, risk management, requirements development, and Strategy Reports, ensuring the PWS, and Contract Data Requirements Lists (CDRLs) are maintained, and assessing program procedures, practices, strategies, and documentation for compliance to contract specifications and mission requirements.Responsible for receiving, managing and responding to SETA complaints and shall inform the KO and COR whenever allegations are serious and / or related to EEO matters.Manage resources and exercise the authority to ensure efficient and timely program execution and serve as the focal point within the Contractor's activity for all required program tasks.Primary conduit through which communications, work assignments, schedule changes and technical directions flow between the Government and the Contractor.Maintain a library, updated weekly, on a SharePoint site or similar web/application-based tracking tool (on premise) of all third-party support agreements, and warranties for equipment or software used in conjunction with this PWS. The Contractor shall provide the Government unlimited access to this library.Provide written notification to the Government of the expiration of any support agreement or warranty.Maintain a SharePoint site or similar web/application-based tracking tool (on premise), updated weekly, which shall track but is not limited to tracking all purchases, projects, risk registers, schedules, stakeholder registers, work break down structures, manning, invoices, and available funds related to this PWS. The Contractor shall provide the Government unlimited access to this tracking tool.Track and update weekly all purchases made via the material Contract Line-Item Number (CLIN) on a SharePoint site or similar web/application-based tracking tool (on premise) to include a work breakdown structure, tasks, a timeline, CLIN funding levels and relevant documents for each purchase. Required:

 

MA/MS/MBA from an accredited college or university. PMP Certification and/or DAWIA Program Management Certification in Program Management Business, accounting, program management, operations management, engineeringExperience in detailed management and oversight of a Contractor or Govt team, including conducting requirements analysis, project costing, deliverable tracking, schedule and financial data monitoring and reporting."10 years of experience managing Government programs. At least five years of that experience must be in a supervisory capacity, where you have directly managed and supervised others"In lieu of a degree, five additional years of experience in a related field, such as project management, business analysis, or operations management, may be substituted. Therefore, the total experience requirement for this role is 15 years without a degree.Top Secret/SCI
