A Senior Program Manager will provide key personnel support the planning, execution and the delivery of both the technical and business goals of the client and company.  In this exciting, highly interactive client facing support role, the Program Manager will be responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising Contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. 

Responsibilities\:

Responsible for the delivery of services to the client as agreed to (by contract, SLA, by task order, etc)

Responsible for the personnel and technical management of all tasks which includes insuring that the full range of program resources are available and made available to perform the required tasks. 

Provide Quality Control Plan for all relevant requirements. 

Performing day-to-day management of the program and develop long-term and strategic objectives to ensure that end user requirements will be satisfied in future years of the contract. 

Performing horizontal integration planning, and interface with other functional areas, ensuring that technical solutions and schedules are implemented in a timely manner.

Ensures technical solutions and schedules are implemented in a timely manner. Provides 
supervision, training, and direction to contract staff, single point of contact for non-routine to moderately complex installation projects for communication networks. 

Accountable for meeting contractual performance criteria and due dates during service delivery, and successful overall project completion. 

Coordinates activities in support of teams that support the provisioning, design, installation, maintenance, and billing of services. 

Tracks and monitors service orders through completion and turn-up. 

Prepares and delivers monthly status of program deliverables (e.g. schedule and performance status reports, man hours, funds expenditure report, open issues). Works in a team environment. 

Managing and tracking contractual progress; planning, re-planning and adjusting project course based on both realities of team productivity and potential changes in customer needs over the course of the project.

Skilled at Microsoft Office Apps, Acrobat or SharePoint.

Subcontracting Needs\:
Provide frequent periodic reports on the status of the contractor staffing. 

Provide overall project management and financial reporting oversight of all contract personnel and ensure high quality and acceptable task completion and deliverables from contract personnel in compliance with the program requirements.

Financial Needs\:
Manage disbursement activities including payment of contractor sub/partners, reviewing of Material Requests, and analysis of monthly invoicing statements that result in payment of monthly bills. 

Prepare and deliver a monthly Funds & Labor Hour Expenditure Report (FLHER).

Relationship Growth Needs\:
Promote and grow the long-term relationship with the Government customer in a transparent method that advocates a relationship built on trust.

People Management Needs\:
Responsible for staffing and work-hour utilization to ensure all contractual requirements are met within schedule and budget.

Develop resource estimates; a resource loaded schedule and track progress via charting team productivity and burn-down charts.

Provide and maintain a staffing plan that provides flexible and dynamic customer driven focus in response to mission demands and changes in technology and technical requirements.

Participate in hiring sessions and advocate for employees yearly and long-term training needs to meet the Government customers growth and strategic plans.

PhD degree with 5-7 years of experience overseeing, planning, and managing all programmatic functions, disciplines, and deliverables for a major Government program/contract.

Possess Project Management Professional (PMP) or equivalent certification. 
Experience in managing resources, staffing, and costs supporting a Government contract.
Experience scoping level-of-effort for tasks, and providing accurate cost and resource estimates.
Experience building and administering successful staffing plans for diverse customer requirements.
Experience developing and delivering contract deliverables.
