Program Manager (TS-SCI Clearance)

V2X is seeking a Program Manager (PM) to lead the company's contract with the U.S.Army’s Global Cyber Center (GCC). The PM has authority to act on behalf of the contract and has full and autonomous responsibility for the overall effective management and allocation of the personnel and resources necessary to meet all contract specifications. The PM is knowledgeable and experienced in all aspects of project operations defined by the PWS. The PM is physically located in Sierra Vista, AZ (or surrounding communities) and will be required to reside at Fort Huachuca, AZ for most of their functional day. The PM performs overall managerial duties necessary for the successful performance of the program. The PM provides direction and guidance to Managers within the contract. The PM is the Government’s primary point of contact for the designated Government Contracting Officer (KO) for the day-to-day operations of each requirement in the PWS. The PM is required to be always reachable for contact by the KO and Contracting Officer Representative (COR). Candidates for this role must have an active U.S. Department of Defense (DoD) TS-SCI Security Clearance. This position is contingent upon successful contract award to V2X. #clearance Responsibilities Major Job Activities: Oversees development, implementation and application of O&M and management control procedures for the program. Ensures quality standards are applied to all levels of the work and measured for effectiveness. Maintains an accurate listing of all Key Personnel with contact information and provide it to the COR as changes occur. Designates an individual authorized to act in the PM’s absence. The PM is responsible for full performance of services during the absence of employees. Establishes policies and procedures for performance and control of contract related management functions and the management and supervision of technical support. Directs / monitors the development of project operating procedures. Ensures maintenance and operations of Government systems, infrastructure, and other services are provided as required in support of the project. Monitors the performance of the project. Monitors budget and contractual performance. Acts to minimize / correct discrepant conditions. Oversees Management and submission of CDRL reports as required. Material & Equipment Directly Used: Standard office equipment. Working Environment: Normal office environment May require support during periods of non-traditional working hours including nights or weekends Physical Activities: Must be able to lift / push / pull 40 lbs. unassisted. Qualifications Education / Certifications: Bachelor of Science Degree in Information Technology, Cybersecurity, Data Science, Information Systems, or Computer Science from a Center of Academic Excellence designated institution or accredited by the Accreditation Board for Engineering and Technology, Inc. within the past five (5) years is strongly preferred. Completion of the Department of Defense (DoD) Cyber 101 (CY101) training course. DoD civilians and military service members that currently hold a non-cyber related functional community qualification must complete the CY101 training course. Complete a cyber-related certification found in the DoD 8140 qualification repository and maintain that certification according to its requirements. Certifications currently associated with DCWF Work Role 801 (Program Manager) are preferred, including: Certified Information Security Manager (CISM), Certified Information Systems Security Officer (CISSO), GIAC Foundational Cybersecurity Technologies (GFACT), GIAC Security Leadership (GSLC), or Rocheston Certified Cybersecurity Engineer (CCE). Experience: At least Five (5) years of experience as a Program Manager, Supervisor, and/or Project Manager. Candidate must have proven experience in working with government customers. Must be fluent in all aspects of government and corporate communications media, to include all MS Office products and MS Project. Must have complete abilities in preparing proposals, cost estimation, and technical writing. Must be an aggressive self-starter with the ability to provide vision to the entire team. The ability to deploy corporate values in support of the US military mission is a must. Clearance Requirement: Candidates must have an active U.S. Department of Defense (DoD) TS-SCI (Top Secret / Sensitive Compartmentalized Information) Security Clearance. Skills & Technology Used: Microsoft Desktop Products, Enterprise Financial, Performance, and Recruiting Systems. Supervisory / Budget Responsibilities: Acts in a contract and technical based supervisory capacity.
