The program manager position is a partnership with us and a Government customer to manage a large program responsible for the sustainment of analytic work orchestration capabilities while providing integration, governance, release train management, deployment, Operations and Maintenance (O&M), development of Orchestration Services, acceptance testing, and sustainment of new capabilities to the operational baseline. You will be responsible for ensuring the successful contractual and programmatic execution of contract and serve as the authoritative point of contact. You will grow the relationship between us and the Government Customer, building trust and dependency.

You’ll be responsible for overseeing the program’s critical environments and technical support team of Engineers and Developers. 

Responsibilities\: 

Perform day-to-day management of overall contract execution, involving multiple projects and teams at multiple locations, in the most efficient and effective manner to maximize services while minimizing cost and schedule.  Organizes, directs and coordinates the planning and production of contract support activities.  Develops plans, integrated schedules, and resource estimates for projects and programs using established project management standards.   Establish and alter management structure to provide effective contract support activities.  Interface with the Orchestration Services Program Management Office to ensure all positions are staffed and/or backfilled quickly with qualified personnel.   Responsible for ensuring work deliverables are completed accurately and timely to the Government. Resolve performance shortfalls or deficiencies as identified by the Government. Supervise contractor personnel. Communicate overarching Government objectives and goals for the contract to the contractor team. Serves as the main point of contact for the Government Program Manager, Contracting Officer, Contracting Officer’s Representative, and senior management. Performs day-to-day management of overall contract execution, involving multiple projects and teams at multiple locations. Responsible for the successful cost, schedule, and performance of the contract. Contributes to program efforts by monitoring cost, risk, schedule, and contract performance. Communicates with technical personnel and interpret technical status and progress to non-technical staff/customers to ensure progress, issues and risk are discussed and addressed early. Ensures the successful contractual and programmatic execution of the contract.

* Active TS/SCI clearance with polygraph Bachelor’s degree or higher in Business, Engineering, Computer Science, Information Technology, Management Information Systems, or related STEM degree program. 12 years of experience at a SME level, as a Deputy Program Manager or Program Manager with experience in cost, schedule, performance, and risk management. Management of a program with rapid and continuous delivery (such as DevOps) efforts. Hard working professional with the ability to multi-task and prioritize tasks in a timely and efficient manner.  Demonstrated ability to continuously learn and work independently, making decisions with minimal supervision.  Strong verbal and written communication skills, with an enthusiasm for working in a highly-collaborative setting – sharing best practices, lessons learned, and assisting where gaps exist.  Ability to manage the contract transition to Jacobs upon award. 

Preferred\: 

Project Management Professional (PMP), or equivalent specialized experience with Project Management tools and techniques. Master’s degree in Business, Engineering, Computer Science, Information Technology, Management Information Systems, or related STEM degree program. Working knowledge of the geospatial intelligence mission and its contributions to the Intelligence Community. Experience with the development and/or review of cost estimates and the associated technical work scope necessary to achieve stated objectives. Experience with the identification of technical issues and proactive communication of possible impacts. Working knowledge of Automation, Augmentation and Artificial Intelligence (AAA) Working experience in management of SAFe Agile development. Familiar with the mission needs and acquisition procedures of the National Geospatial-Intelligence Agency. The following equivalent years of work experience may be substituted for degrees\:
