Program Manager – Weatherization Program 

Location: Remote NY - Candidates must be located in NYC, Long Island, Syracuse, or Albany NY to be considered

To support our growth, we are seeking a Program Manager for our Utility Programs and Services (UPS) division to grow ICF’s Existing Home programs. You will lead and manage a significant EE/BE program in the metro NYC market, build relationships with clients, foster relationships with key market actors such as HVAC contractors, develop and implement program strategies and plans, as well as support marketing and recruiting strategies.

What you will be doing: 

Lead a team that implements the program daily  

Collaborate with the ICF portfolio and operations managers to ensure program is on goal and budget including the development of monthly forecasts for inclusion in the broader portfolio forecast  

Maintain direct contact and relationship with the client lead/main point of contact for the program as well as other key client contacts such as Forecasting, Regulatory, EM&V and QA/QC as necessary  

Refresh program design, including identification, analysis and selection of appropriate energy efficiency measures and development of effective delivery strategies  

Develop relationships and partnerships with major local, regional, and national market partners, through in-person and virtual interactions  

Oversee engagement of market partners through the program participation application and training process   

Implement program including development and execution of detailed and effective deployment and annual project management plans, quality control, and/or program evaluation  

Analyze market trends and technologies to optimize existing programs  

Collaborate with regional and national teams  

Build and maintain relationships while driving businesses towards the implementation of energy performance improvements through the use of existing market knowledge and proven energy efficient technologies  

Track goal achievement and report results to clients  

Produce program delivery forecasts, financial analyses and formal project reviews for ICF leadership to report on program performance vs. project key performance indicators such as energy savings, as well as vs. internal ICF financial goals,   

 

What we need you to have (minimum qualifications):  

Bachelor’s degree in Energy, Sustainability, Science, Policy, Business or Engineering or related with 3+ years of experience managing projects for utilities, state energy offices, state/local governments, and/or regional non-profits or similar applicable experience  OR  

6+ years of experience managing projects for utilities, state energy offices, state/local governments, and/or regional non-profits or similar applicable experience  

Must have valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check  

 

What we would like you to have: 

BPI Analyst certification or HERS Rater certification 

Master's degree preferred  

Experience managing energy efficiency program budgets and providing regulatory support or similar applicable experience  

Experience leading teams 

Advanced skills in the following areas: organization, flexibility, financial and time management, analysis, stakeholder collaboration and outreach, marketing planning and execution, event management, written and verbal communications  

Demonstrated experience with business development and client development  

Recognized internally and externally for expertise in functional area  

Industry certifications, professional affiliations, and publications  

Corporate level knowledge of HVAC equipment suppliers  

Project management, outreach, negotiation, implementation and technical support, and partnership development  

In-depth knowledge of HVAC technologies and their manufacturers  

Marketing experience in an active market 

 

Professional skills you will use: 

Proficiency with MS Office Applications (Word, PowerPoint, Outlook, Excel) 

Ability to establish influential partnerships at all levels 

Ability to manage client relationships and communicate effectively

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$87,069.00 - $148,017.00
