Minimum Qualifications MINIMUM QUALIFICATIONS: Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR Six years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR A bachelor’s degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR An advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services. Examples of Work The Bureau of Family Health (BFH) is part of the Louisiana Department of Health, Office of Public Health (OPH), and works to promote the health of women, children and families in every stage of life. The Bureau administers the state’s Title V Maternal and Child Health Block Grant program, the Title X Family Planning program, and multiple other programs, projects, and initiatives designed to monitor and improve the health of pregnant women, babies, children, teens and adults, and individuals with special needs. BFH’s mission is to elevate the strengths and voices of individuals, families, organizations, and communities to catalyze transformational change to improve population health and achieve equity. This Work as Employed (WAE) position leads the development and implementation of special budget and operations projects needed for the bureau’s statewide operations overall. This position will report directly to the Bureau director and will work together with the BFH Finance and Operations team lead and the BFH Strategy, Alignment, Communications, and Equity (SPACE) team lead on critical operational modernization and improvement initiatives. The Bureau consists of numerous historical public health programs and services that have been integrated under a single organizational structure over the past decade; critical improvements are needed to harmonize, streamline, modernize and memorialize workflows, procedures, and financial tracking and management systems. Overall, the Bureau of Family Health manages an $80+ million operating budget, over 25 federal grant funding sources, and 88 WBS elements across multiple organizational budgets. Supervision is received by the Director of the OPH Bureau of Family Health - Program Manager 4 (PM4). Responsibilities: 45% Lead Special Projects to Improve Bureau Operations + Plans, prepares and implements short-term improvement projects and change initiatives in support of the bureau’s strategic long and short-term goals and objectives for the Bureau’s business and program operations. + Maintains strong working knowledge of mandates and agency requirements related to budget development and monitoring, revenue management, procurement, grant management and other operations. Includes applicable state and federal laws, state rules, program requirements, and other requirements specified by the Division of Administration, Office of State Procurement, LDH Bureau of Legal Affairs, LDH Internal Audit, and OPH Center for Finance and Operations. + Researches public administration- and industry-standard best practices + Leads necessary internal inquiry to assess current operations and workflows. Reviews recordkeeping and electronic systems and procedures that support the prioritized operational activity.
