Description
POSITION SUMMARY:
Under direction, performs moderately complex work in the monitoring, evaluation, and documentation of federally-funded programs. This includes conducting site visits, reviewing financial records, and evaluating project performance to ensure compliance with federal, state, and local regulations. The Program Monitor prepares detailed reports, provides technical assistance to subrecipients, and ensures that all activities align with program goals and requirements. Responsibilities also include assessing risks, implementing corrective actions, and maintaining accurate records to support audits. Performs other related duties as required to support the efficient operation and success of federal-funded projects.
ESSENTIAL JOB FUNCTIONS:
+ Assists the supervisor in the development and improvement of program policies, objectives, and methods to achieve planned goals. This includes providing necessary reporting and statistical data to monitor, evaluate, and report on funded activities.
+ Evaluates proposals and budget requests to determine alignment and compliance with national objectives, assessing their feasibility and adherence to federal regulations.
+ Conducts continuous desk audits and on-site monitoring of funded agencies, evaluating program compliance and performance in accordance with federal regulations and organizational standards.
+ Identifies deficiencies or non-compliance issues during program evaluations and makes recommendations for corrective actions or programmatic modifications as necessary.
+ Collects, analyzes, and verifies data, to ensure accuracy. Recommends or implements corrective actions as necessary.
+ Provides assistance to management and agencies in the marketing of housing programs and special events. Supports the development and delivery of training to employees and board members.
+ Prepares and maintains a variety of reports, correspondence, and other necessary materials for program documentation and communication.
+ REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
+ Principles, techniques, and best practices for planning, coordinating, monitoring and evaluating programs effectively
+ Federal, state and local guidelines, regulations and statutory requirements pertaining to federally-regulated programs, including Community Development Block Grant (CDBG) regulations
+ Federal record retention standards and practices to ensure compliance with regulatory requirements
+ Budget formulation, execution, and financial management process
+ Personnel management principles, including staff development, performance evaluations, and
+ Pertinent Equal Employment Opportunity Commission (EEOC) guidelines, affirmative fair housing guidelines, and minority and women business enterprise (MWBE) requirements
+ Economic and marketing principles.
Skill in:
+ Proficiency in developing program objectives, interpreting and applying contracts, and in the monitoring and evaluation of federally-funded housing programs
+ Collecting and analyzing a variety of data, in identifying potential or existing issues, and in recommending appropriate corrective actions
+ Maintaining a variety of records in an organized and compliant manner
+ Establishing and maintaining effective working relationships with other individuals from diverse professional backgrounds
+ Flexibility and adaptability to constantly changing work priorities and federal regulations, ensuring continuous program compliance and alignment with changing standards

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
+ Graduation from an accredited college or university with an Associate Degree in Business Management Technology or a closely related area and two (2) years of experience in implementing, monitoring and evaluating federally-regulated programs which required knowledge of Community Development Block Grant (CDBG) or other State and Local grant programs.
+ Experience in monitoring and evaluating programs must have involved providing technical assistance and/or oversight to grant-funded programs through the analysis and evaluation of management and financial practices, with subsequent recommendations for programmatic and administrative changes necessary to meet established goals and objectives and federal guidelines.
+ Experience in marketing and training is preferred.
+ A Bachelor's Degree in Business Administration, Public Administration, or a closely related area may be substituted for one (1) year of experience.
+ A Master's Degree in one of the aforementioned areas may be substituted for experience
+ Must possess a valid driver’s license.

Health Insurance
The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.
Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee’s bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.
Group Life Insurance

Ohio Public Employees Retirement Plan
The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.
OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)
The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.
Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.
