Link Solutions is seeking a Program/Project Management Analyst to join our team in Patuxent River, MD.

In this role, the Program/Project Management Analyst will play a critical part in supporting the planning, execution, and oversight of complex IT and software development projects for the Naval Air Warfare Center Aircraft Division (NAWCAD) Digital Networks & Applications (DNA) Department. You will apply analytic techniques to evaluate program and project objectives, analyze requirements, status, budgets, and schedules, and perform management, technical, or business case analyses. You will collect, complete, organize, and interpret data related to aircraft, weapon, and project acquisition and product programs. Additionally, you will track program and project status and schedules, and apply government-instituted processes for documentation, change control management, and data management. This role also includes developing and managing project schedules, budgets, and performance metrics to ensure the successful delivery of IT systems and modernization initiatives.
Responsibilities:
+ Develop, analyze, and maintain project schedules, budgets, and performance reports to track progress against objectives.
+ Coordinate with cross-functional teams to ensure alignment of project deliverables with program goals.
+ Provide expert guidance in risk management, resource allocation, and project prioritization.
+ Monitor and report on project milestones, identifying potential risks and implementing mitigation strategies.
+ Support program documentation, including project charters, plans, and status reports.
+ Collaborate with stakeholders to develop strategies for application modernization and adoption of cloud technologies (e.g., AWS).
+ Ensure compliance with federal and DoD regulations, including cost management and performance reporting.
+ Assist with personnel and resource planning to support a 15% surge capability, as needed.
+ Prepare and deliver briefings, presentations, and reports to senior leadership and government stakeholders. and status reports to senior leadership and government stakeholders.

+ Active DoD Top Secret Clearance
+ Project Management Professional (PMP) or equivalent certification.
+ Bachelor’s degree in Business Administration, Project Management, or a related field.
+ Ten (10+) years of experience in program/project management, with at least five (5+) years in senior roles managing large-scale federal IT projects.
+ Knowledge of project management tools (e.g., MS Project, JIRA) and experience with cloud-based solutions.
+ Ability to lead multidisciplinary teams and drive project success in a high-security environment.
Preferred Qualifications:
+ Master’s degree in Project Management, Business Administration, or related field.
+ ITIL Foundation or similar process improvement certifications
+ Experience supporting NAVAIR or similar DoD organizations.
+ Familiarity with DevSecOps methodologies and IT systems at SECRET, TOP SECRET, and TS/SCI levels.
+ Problem solver and troubleshooter who thrives in resolving complex problems.
+ Strong self-starter requiring minimal supervision.
+ Excellent communication skills (written and oral) and interpersonal skills.
+ Excellent organizational skills, attention to detail, and ability to prioritize and manage multiple tasks.
This position is contingent upon the successful acquisition of the government contract and the completion of ongoing negotiations. We anticipate these processes will be completed within the next several weeks, at which time interviews and offers will be extended upon successful contract award.
