Duties Description Under the general direction of the Fire Protection Specialist 3, the incumbent supervises the daily activities of the Operational Support Data and Research unit within the Office of Fire Prevention and Control (OFPC). Duties included, but not limited to:•Plans, conducts, evaluates, interprets, and reports study findings for a variety of OFPC program initiatives. •Meets with coalition partners to discuss data collection and analysis and address questions and concerns. •Supervises the daily activities of the Data and Research Unit staff, delegates and monitors work performance and ensures training and staff development resources are available. Performs all supervisory functions as required. •Assesses current OFPC database sources, content, availability and management, and provides detailed assessment and recommendations on the current state of data resources and the development of new data collection and analysis programs, policies, procedures and technology advances to support OFPC programs. •Meets with OFPC program staff to determine needs based on data and project requirements.•Creates and updates quality control measures for data gathering and analysis to ensure data integrity. •Collaboratively develops a statewide risk assessment instrument to determine the highest risks faced by our stakeholders.•Analyzes data for trends in risk reduction initiatives, geographic and age disparities, available harm reduction tools, structural issues, and response times. •Develops data analysis tools to provide state regions with accurate data analysis of fatal fires (and severe injury) to assist with redefining their fire prevention programs.•Plans the study or investigation; develops and issues instructions covering the steps to be followed in implementing the plan.•Determines the types of information needed and the data sources and collection methods to follow.•Works with the DHSES Public Information Office to determine appropriate methods and means for distributing educational messages to the public. •Plans data collection methods for specific projects and determines the types and sizes of sample groups to be used.•Develops and recommends objectives for proposed data analysis programs.•Provides technical advice, consultation, and guidance on operating programs to staff, agency officials, and other partners/stakeholders.•In consultation with OFPC Management, develops and recommends changes in objectives, policies, and procedures to improve program effectiveness.•Composes comprehensive reports using analytical techniques and methods to identify links, trends and patterns covering all phases of the study, the interpretation of results and recommended courses of action. May disseminate results at statewide or national level as directed by the Office of Fire Prevention and Control (OFPC).•Provides consulting service, monitors, and evaluates program effectiveness, and initiates or recommends new program studies or analyses.•Assists other staff in studies of major OFPC programs that have statewide implications and intersect with other programs. •Develops and implements Data and Research Unit performance standards and internal controls.•Performs all duties of the Program Research Specialist 1. •Performs other duties as required.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: A bachelor’s degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling, plus three years or professional research experience in: the collection and evaluation of quantitative data directed toward review and analysis of program operations. Transfer:Current New York State employees with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 21 and above and are eligible for transfer under Section 52.6, as appropriate of the Civil Service Law. Provisional:If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Additional Comments ***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency’s Telecommuting Program Guidelines.
