Program / Resource Financial Analyst

Clearance: Active TS/SCI

Overall Assignment Description:

The Program Resource/Budget Analyst position provides the TEI division with financial management support services to the TEI budget program manager in overall management of the program budget.

 

Responsibilities

Duties:

Support TEIN Division Leadership, TCS GPMO, and Manhole GPMO in the financial planning, management, monitoring, and execution of the Connectivity Program Budget, TCS Contract, and Manhole Contract.Maintain accountability and tracking of funding document tracking system (i.e. Funding Trackers and Funding Document Logs) and internal dashboards to effectively and efficiently convey financial/funding statuses.Require GEO-F and PRISM accounts.Provides resource and budget support to individual TEIN program managers and assures compliance with office records keeping policies and program financial plans. Reconcile funding conflicts between TEIN programs.Perform data entry for PRISM, ORBIT and financial databases and systems.Works with program managers, both internally and externally, to prepare funding and finance documentation and purchase documentation required to execute programs and requirements to include AF9 and MIPR forms.Assist with defense of funding strategies and spend plans for TEIN budget program managers.Maintains overall TEIN financial documentation and spreadsheets and supports individual program and contract financial documentation and spreadsheets. Qualifications

Required:

Bachelor’s degree in finance or business; or equivalent work experience in Financial Management.Demonstrated specialized experience advising an IC or DoD agency in financial management.Demonstrated specialized experience developing and preparing budget plans for an IC or DoD agency.Demonstrated specialized experience tracking and reporting on commitments, obligations and expenditures for programs or contracts.Demonstrated specialized experience preparing agency purchase requests (i.e., AF9s) and interdepartmental purchase requests (i.e. MIPRs).Demonstrated specialized experience with appropriation types (e.g., O&M) and types of activities each appropriation category funds.
