Program Security Assistant - Lead

This position requires U.S. citizenship and a final DoD TOP SECRET clearance with most recent investigation (SSBI, SBPR, PPR, T5, T5R) completed within the last 6 years Responsibilities What You'll Do The Site Program Security Assistant (PSA) Lead will provide Contractor security / program support to the Government SAP Security Officer (GSSO). The PSA Lead must have skill sets that support the knowledge of the major functional security disciplines of Personnel, Physical, Logistical, Information Assurance, and Security Educational, Training and Awareness (SETA) in accordance with DoD Manual 5205.07 Volumes 1 - 4. The PSA should have experience in leading the daily oversight of assigned contractor employees in the performance of their daily duties. Responsibilities PROGRAM SECURITY ASSISTANT REQUIREMENTS Review/document comments/corrections to the Customer on a myriad of security documents (i.e., SOP’s, OPSEC plans, Security Test Plans, Fixed Facility Checklist (FFC’s), and other documentation). Ensure facility folders (electronic/hard copy) have the required documentation (i.e., facility accreditation letters, equipment approvals, SOP approvals, System Security Plan, approval to operate, appointment letters, and other documentation). Ensure personnel folders (electronic/hard copy) have the required documentation (i.e., approved Program Access Request (PAR), training, and Program Indoctrination Agreement (PIA)). Provide assistance for facility Site Assist Visits and compliance inspections. Ensure thorough, accurate, and documented self-inspection. Review documentation validate office procedures and provide assistance during physical inspections and provide feedback/recommendations to the Customer. Conduct security inquiries and document preliminary inquiry reports, findings, and recommendations to help reduce or eradicate similar instances. Evaluate preliminary inquiry reports from filed activities and provide independent recommendations to the Customer. Develop and administer a Security Education, Training and Awareness (SETA) program that includes, but is not limited to; indoctrinations, briefings, foreign travel, couriers, event-driven briefings, and debriefings. Maintain a visitor control and badging system that supports Unclassified, Collateral, SAP, and SCI visit requirements to include timely preparation, receipt and processing of visit notifications; accurate visitor identification; preparations and destruction of visitor badges; escort uncleared visitors; and verify visitor clearance information using Customer approved databases. Prepare, maintain, and obtain signature approval of Program Office courier credentials. Fulfill the duties of the Top Secret Control Officer (TSCO) and/or Assistant Top Secret Control Officer (ATSCO) and be responsible for conducting inventories of controlled and accountable material. Provide the Customer with comprehensive security test support including the creation of test plans, test-specific OPSEC plans, transportation plans, destruction plans, test schedules, and security objectives. Provide Security support during test and demonstration events. Must be eligible and able to perform occasionally domestic travel in support of all security requirements. Assess, develop, and implement security policies and procedures that help ensure classified information is protected in all stages at all times. Able to backup Document Control Officer (DCO) and/or Security Administrative Assistant (SAA) positions as needed. SITE LEAD REQUIREMENTS Site Lead must be in a position of oversight authority for Contract employees in order to be assigned as a Site Lead. Site Lead must provide input to the Contract PM (CPM) on their site personnel evaluations for conduct and pay requirements. Site Leads must be present during oral discussions on their site personnel. Site Lead will not develop or write formal evaluations or records of counseling. These actions will be performed by the CPM with input from the Site Lead. Site Lead must document and maintain a record of information supporting evaluations and records of counseling. Site Lead will ensure actions and communications regarding their site personnel are routed through their site personnel for situational awareness or follow up requirements. Site Lead must remain knowledgeable of corporate policies and rules. Site Lead will provide initial concurrence on all requests for PTO or Time off submitted by their site personnel. The Site Lead will ensure all requests for PTO or Time Off are routed through the customer for awareness concurrence prior to final routing to the CPM for approval. The Site Lead will document and track all work absences regarding their individual site personnel. Site Lead will ensure coordination is accomplished between the CPM and customer as soon as feasible when a site contract individual has called in, notifying the Site Lead of their absence for a workday. The Site Lead will document and track all work absences regarding their site personnel. The Site Lead will provide the CPM with an updated and current schedule of subcontractor working hours on each of their contract site personnel. The CPM will provide written approval of the subcontractor working hours schedule. The Site Lead will provide daily oversight on their assigned contract site personnel and ensure all required duties are performed in accordance with identified requirements. The Site Lead must keep the CPM informed of all ongoing issues/challenges regarding the contractual requirements of their assigned site and personnel. Qualifications Education/ Certifications High School Diploma (or equivalent). The DAU Security Fundamentals Professional Certification (SFPC) must be obtained within Two (2) years after hire and maintained through employment as a Program Security Assistant (PSA). Experience Four (4) years’ experience in a DoD Security environment (Military, Govt Civilian, or DoD contractor). Desired Experience Two (2) years of experience working in specialized classified environment is desired. Working knowledge of security manuals, directives, and Executive orders to include but not limited to; EO 13526, DoD 5220.22-M (NISPOM), ICD 705, DoDM 5200.01, Volumes 1-4, DoDM 5205.07, Volumes 1-4, DoDI 5205.11 and DoD 8500.01 Security Clearance This position requires U.S. citizenship and a final DoD TOP SECRET clearance with most recent investigation (SSBI, SBPR, PPR, T5, T5R) completed within the last 6 years We are committed to an inclusive and diverse workplace that values and supports the contributions of each individual.
