Responsibilities:

Modern Technology Solutions Inc. (MTSI) is seeking a Program Security Representative to provide day-to-day Program Security support to ensure strict adherence to provisions of the National Industrial Security Program Operating Manual (NISPOM) in coordination with the Special Access Program (SAP) Central Office (SAPCO) within the OUSD(R&E).

Primary responsibilities are to:

Ensure strict adherence to the provisions of the NISPOM, its Supplement, the DoD Overprint, Director of Central Intelligence Directives (DCID), Intelligence Community Directives (ICD), and SAP policyAssist in developing and executing approved policies and procedures for safeguarding SAP, Sensitive Compartmented Information (SCI) and collateral dataCoordinate with the Government Program Manager as well as OUSD(R&E) SAPCO on all SAP mattersCreate and route Program, Visit and Common Access RequestsPrint, control/store, and destroy all SAP documentsAssist with classification reviews of outbound correspondencePrepare and/or process inbound and outbound classified mail, faxes, courier packages and receiptsProvide day-to-day security support that includes continuous assessment of procedures to identify shortfalls and provide appropriate recommendations for revising and improving security policies, procedures, and systemsIdentify vulnerabilities, threats, and risks to test, training and operational activities Establish, conduct, and document initial, event-driven and annual refresher training for all assigned SAP-accessed individualsAssist in developing, implementing, and training the Operations Security program; Generate and update a SAP Standard Operating Procedure (SOP) supplement to the SCIF SOPPerform Alternate Activity Security Representative dutiesBrief all levels of personnel, both in the government and senior civilian services, on a variety of security related topicsConduct and document SAP facility compliance reviews, follow-on facility reviews, and facility close-outs.Monitor, report and track all corrective actions resulting from compliance reviewsEnsure timely notification of pertinent security matters to program technical and management staffConduct exploration of any loss, compromise, or suspected compromise of classified and/or sensitive information, including conducting preliminary inquiries and generating damage assessments resulting from the loss of classified informationCoordinate with SAP security personnel to ensure lessons learned are incorporated into the curriculum for the SAP security education and awareness programProvide leadership, mentoring, and oversight of team members.

Qualifications:

Required:

10+ years of related experience.

Experience in and knowledge of the provisions of the NISPOM, its Supplement, the DoD Overprint, DCID, ICD, and SAP policy.

Experience in development, implementation, and training of security programs. Experience identifying vulnerabilities, threats and risks to test, training and operational activities.

Experience with providing leadership, mentoring, and oversight of teams.

Required - Bachelor’s Degree

Clearance Requirements:

Top Secret, SCI eligible (please note: U.S. Citizenship is required).Eligibility for access to Special Access Program Information.Willingness to submit to a Counterintelligence polygraph. U.S. Citizenship required.
