Program Specialist 1 - Unit Assistant Fire Management Officer

The Anaconda Unit Office is responsible for providing direct wildland fire protection for approximately 670,000 acres of private, state and federal lands. The Anaconda Assistant Fire Management Officer (AFMO) performs professional fire management activities for the entire Unit in both the County Cooperative Fire Management and direct wildland fire protection programs. *Job Overview:* The Anaconda AFMO works for the Anaconda Unit Fire Management Officer (FMO) within the Fire Protection Bureau. During the fire season (4 to 5 months), the incumbent is responsible for managing the Garrison Initial Attack Station which includes being the primary contact for cooperators, the media, and the general public in most matters of fire management at that station. The AFMO is responsible for supervising up to seven (7) seasonal positions in the direct protection fire program. The duties of this position also include implementing the Unit fire prevention plan, conducting, and coordinating wildland fire training for both seasonal and permanent employees, and directing dispatch and fire suppression operations on complex initial attack and extended attack fires. The Anaconda AFMO is also responsible for managing the Cooperative Fire Program in Granite and Powell counties and for coordinating the use of county and contract resources as needed. The position represents DNRC as an advisory member of the fire councils of each county, provides suppression support and advice on county fires, provides fire training tocounty firefighters and assists the counties in organizing and equipping fire departments. TheAFMO should achieve and maintain fire suppression qualifications at the Crew Boss, Strike Team/ Task Force Leader and Incident Commander 4 level, or equivalent, and achieve a rating on the work capacity (pack) test commensurate with these qualifications. The position acts as the Anaconda Unit Duty Officer and may represent the Unit Manager and/or FMO in areas of fire prioritization, resource allocation, interagency coordination, and large fire management. The position also conducts routine fire investigations and is responsible for facilities and fleet repair/maintenance. Fire Program responsibilities frequently require working beyond the normal 40 hours per week and often require the incumbent to maintain an on-call status. The AFMO also assists Lands Management foresters with the planning and implementation of prescribed burns. *Essential Functions (Major Duties or Responsibilities):* These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent. * *Fire Program Operations:* o Coordinate and perform Fire Program operations, planning, training, interagency cooperation and prevention services within the Anaconda Unit jurisdictional areas to protect lives, protect resources on state and private lands. * *Fire Suppression:* o Performs fire management suppression duties based on agency needs and individual qualifications and certifications on national, regional, or local interagency incidents. * *Maintenance/Inventory:* o Coordinates, implements, monitors, and supervises all maintenance operations. Performs a variety of technical tasks and duties pertaining to building, grounds, and vehicle maintenance at the Anaconda Unit headquarters. * *Prescribed Fire:* o Coordinates and participates in the Anaconda Unit prescribed fire program under the direction of the Trust Lands Forest Management Supervisor and the Fire Management Officer. Implements prescribed fire utilizing the most current and accepted prescribed fire practices and procedures. * *Staff Management: * o Directly supervises 2.10 FTE. This involves recruitment and selection, assigning and reviewing work, training, establishing performance standards and evaluating performance, handling corrective action, and recommending termination if necessary. Requires the ability to attain Crew Boss, Strike Team/Task Force Leader and Incident Commander Type 4 certification upon hire. *Required knowledge, skills, and abilities:* It is critical that the incumbent possesses skills and abilities in effective communication, both orally and written. Requires knowledge of the principles and practices of Wildland Firefighting; emergency management; natural resources; adult education and training; and fire management including suppression, protection, and prevention. Requires knowledge of State and Federal fire protection and natural resources laws including the Departments legal responsibilities to personnel and volunteers; wildfire and structural fire protection techniques relating to group organization and management; local government organization, jurisdiction an equipment management and maintenance; fire budgeting, billing, and auditing methods and procedures; communication systems; safety management methods and procedures. The position also requires knowledge of supervisory principles and practices, DNRC and State Personnel policies, procedures, and precedents, organizational structures, employment law, and program requirements. The position requires skill in the use and operation of tools, equipment and vehicles used in wildland fire control, forest management activities and field operations. Requires a thorough knowledge of a variety of computer software applications including word processing, spreadsheets, databases and Geographic Information Systems (GIS). Requires the ability to coordinate extensive and complex amounts of personnel and equipment to meet the needs of fire suppression and support forces during fire actions on multiple jurisdictions; the ability to make independent decisions with minimal supervision, to express views and provide clear direction both in writing and through verbal communications; and the ability to establish and maintain effective working relationships with the public, government officials, and agency employees. Communications and decisions are frequently conducted under duress and with fire personnel having different backgrounds and management priorities. *SPECIAL INFORMATION:* Candidates must be eligible to work in the United States.
