Plans and conducts research and studies in support of administrative and/or operational programs associated regulatory requirement obligations, initiatives and activities which require application of expertise and mature judgment. Keeping with the program and project goals and objectives, the incumbent (1) establishes the scope, methodology to be used, and exit strategy needed for each study; (2) performs in-depth tracking and analysis of the performance of the organization or sectors of the organization with an emphasis on timeliness, accuracy, quality, and effectiveness; (3) investigates and analyzes data, (4) identifies problem areas, (5) evaluates that information and 6) arranges and aggregates information and data for the particular assignment. Identifies work processes and workflows identifies drivers and barriers to business operations and functions of the assigned organization. Maintains systems to review, control and report on project status. Prepares findings and participates in presenting reports to management with supporting rationale for recommendations and determines the quality of deliverables to customers and clients. Identifies possible performance issues, problems, and areas needing improvement and contributes to the development of new processes and changes that would alleviate or decrease the severity of the effects of problems and underperformance. Conducts regular risk assessments and maintains communications on the risks to appropriate levels within the organization. Provides input on mitigating the risks and ensures risks are properly incorporated into overall project plans and schedules. Provides administrative oversight of an office or set of offices supporting operations. Receives, tracks, and responds to all forms of correspondence (mail, email, telephone calls, and web-based communications). Monitors incoming requests and outgoing responses to ensure format, timeliness, completeness and technical accuracy. Ensures that specialists and managers have been responsive and answer what has been asked for in the request required by regulation. Supports process improvement projects through detailed analysis, reporting, consolidation, evaluation and application of project management skills. Focuses on business process change including coordination of modernization with information technology as well as non-technical issues which support or are impacted by process improvements. Plans, organizes, and conducts major evaluations of programs, and studies. Researches, identifies, and develops criteria and procedures to conduct program evaluations and to measure program accomplishments. Plans and develops action plans, gathers data and prepares position papers. Develops solutions or recommendations to resolve complex administrative issues to ensure the most efficient and effective delivery of administrative support to programs and operations. Assesses the impact of management and administrative practices on business operations, processes and work products; prepares routine reports based on findings; monitors the implementation of actions or changes and keeps the supervisor appraised of issues or problems. Assists in establishing routine metrics for measuring the effectiveness of specific organizational tasks and responsibilities, which include (1) measures of performance, (2) measures of success, and (3) measures of effectiveness. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized equivalent to the next lower level (GS-11) in the normal line of progression. Specialized experience includes: Managing multiple assignments that required a workable knowledge of program oversight; experience using qualitative and quantitative methods; planning policies and procedures. Experience identifying and analyzing problems, recommending solutions, developing policies, and organizing or leading large scope studies and analyses. Experience utilizing a range of project management principles, practices, methods, and techniques; conducting analysis of issues broad in nature, and/or of strategic importance, and assisting in developing new approaches and/or refining existing techniques. Experience with verbal and written communications including negotiating with a broad range of individuals to support and justify a position, policy, or plan, and preparing written documentation, guidance, and reports to clearly communicate information related to organizational, administrative, and procedural matters. SPECIALIZED EXPERIENCE: GS-13 LEVEL: To qualify for this position at the GS-13 level, you must have at least one (1) year of specialized experience equivalent to the next lower level (GS-12) in the normal line of progression. Specialized experience includes: Comprehensive knowledge of project management principles, practices, and techniques to conduct or lead complex studies concerning position management and classification issues; managing multiple assignments that required a wide range of knowledge of program oversight; experience utilizing qualitative and quantitative methods, planning policies and procedures, and identifying and analyzing problems, recommending solutions, and developing policies. Experience with verbal and written communications including negotiating with a broad range of individuals to support and justify a position, policy, or plan, and preparing written documentation, guidance, and reports to clearly communicate information related to organizational, administrative, and procedural matters. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m. Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location. Telework Eligible Positions: Telework eligible positions do not guarantee telework.
