Program Specialist
Summary This position is located in the Department of Health and Human Services (HHS), Food and Drug Administration (FDA), Office of Operations, Office of Management and Enterprise Services, Division of Information Governance, which is located in Rockville, Maryland. Responsibilities Lead the provision of case management and operational support of program services to the assigned customer base. Facilitate and ensure quality of program operational services including identification, collection, processing, review, and production of Electronically Stored Information (ESI). Assist program acquisitions, assisting with market research, cost estimates, drafting supporting documentation. Serve as a Program Specialist within the Division of eDiscovery focusing as an eDiscovery liaison between the program and the assigned customer constituency. Guide the development of policy and process, effectively representing customer perspective and interests. Provide planning, coordination, and development assistance on eDiscovery initiatives in support of his/her customers. Apply legal standards applicable to FOIA and Litigation data collection and production, including traditional eDiscovery workflows as outlined in the Electronic Discovery Reference Model (EDRM) and in modern eDiscovery systems used by FDA. Work with contract case management and operational staff, as well as other program staff to develop and track metrics, facilitate the drafting of affidavit and attestation language, and participate in technical and workflow discussions. Provide guidance and training to customers on eDiscovery topics and technology, as well as operational workflows and processes. Requirements Conditions of Employment Qualifications The position of Program Specialist falls under the 0301 occupational series. To qualify for this position at grade GS-13, you must meet Time-in-Grade requirements by 11:59 pm EST on 11/18/2024. Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. GS-13: You must have one (1) year of specialized experience equivalent to at least the GS-12 in the Federal service, which includes designing and performing electronic searches for data; planning and monitoring electronic discovery functions in response to FOIA requests; performing quantitative and qualitative analysis on program processes; providing technical advice on disclosure regulations, laws, and policies; and advising on administrative matters concerning the release of information under the Freedom of Information Act (FOIA). In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
