Program Specialist
Summary The incumbent will serve as the Program Specialist (PACS Administrator) for Imaging Services located at the Olin E. Teague VA Medical Center in Temple, TX. Responsibilities Duties include but are not limited to: Researches and/or analyzes problems, issues, or program requirements supporting the functions of a digital imaging system. Determines pertinent issues and collects relevant information from a variety of sources. Reviews information and applies standard analytical techniques. Develops recommendations and proposals and monitors the status and progress of work and makes adjustments in accordance established priorities. Instructs assigned employees in specific PACS, VR, and technical computer related tasks and job techniques. Performs Vista Radiology, PACS, NMIS, voice recognition support activities and general ADPAC duties within Imaging Service as well as coordinating support of these functions throughout the CTVHCS. Responsible for training PACS team members and other employees in the Imaging Service and other services as needed to ensure comprehensive knowledge of and competent usage of the PACS application. Maintains current knowledge and answers questions from team members on procedures, policies, and directives by providing expert advice and leadership. Provides close coordination between the Imaging Services and OI&T to ensure compatibility of PACS with VistA and/or the VistA Imaging Package. Develops methods and programs to evaluate, monitor, and maintain digital image systems. Ensures that all responsibilities are fulfilled in an efficient, timely and satisfactory manner. Responsible for developing and implementing written instructions and making reference materials and relevant background material readily available and in an organized fashion. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Researches and analyzes problems supporting digital imaging; Collect data from a variety of sources and applies standard analytical techniques; Develop and present recommendations to leadership; Preparing user instruction and education manuals; Serve as an Automated Data Processing Applications Coordinator (ADPAC); Troubleshoot hardware, software, and other Automated data processing problems experienced by users; Initiates repair requests/work orders; Maintaining user accounts and profiles; customizing software; pull and prepare reports; provides training to users on imaging hardware/software; schedules and monitors outside vendor services to insure appropriate workmanship. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work.
