Summary This position is situated in the Primary Care Service and is under the direct supervision of the Administrative Officer to the Chief of Primary Care Service. This position provides support for the various programs in Primary Care Service including, Community Based Outpatient Clinics (CBOCs), Emergency Department, Women's Health, Audiology and Telephone Care Sections. Responsibilities This Program Specialist, Automated Data Processing Application Coordinator (ADPAC), position is located in the Primary Care Service at the VA Central California Health Care System (VACCHCS), in Fresno, CA and is under the direct supervision of the Administrative Officer to the to the Chief of Primary Care Service. This position provides support for the various programs in Primary Care Service including Community Based Outpatient Clinic (CBOCs), Emergency Department, Women's Health, Audiology and Telephone Care Sections. This position is a vital aspect in the Office of the Service Chief and requires that the person is capable of working well with numerous health care professionals and other administrative staff and has the ability to perform in a stressful environment/situation. An important aspect of this position is the ability to be flexible in the changing needs of VACCHCS, including compliance of facility performance measures, and providing the best customer service to Veterans and employees. Major duties include, but are not limited to: - Creating tracking tools, monitor for trends, prepare and analyze specific reports regarding efficiency, satisfaction of all areas of the service and subspecialty clinics and function as the ADPAC for over 160 employees. - Responsibility to conduct clinic scheduling management, coordination, and analysis and collates all reports as part of the performance improvement efforts of the organization. - Independently create, generate, analyze, and collate various reports to be made available for the service and according to the unique needs of each area - Coordinating information and physical security needs for the service. - Coordinating service requests for software development, modification or enhancement. - Using knowledge of health care system service administration, the incumbent is responsible for independently solving specific, assigned, unassigned, unprecedented complex problems as it arises. - Independently develops procedures and systems for establishing and accessing the effectiveness of reports, data collection and reporting. - Generating and monitoring the missed opportunity rates, productivity reports, analysis of data collected regarding all reports related to performance measures. - Planning, analyzing, evaluating, and making recommendations for improving efficiency of internal administrative processes. - Responsibility for the overall coordination of all computer information needs of employees, resident physicians, contract physicians and nurses. - Coordinating equipment replacement/installation with all other service, i.e. IRM, etc. - Providing continual training and access and coordinates all computer needs of all areas of the service sections. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/23/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade (TIG) requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5, for a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: If you have not held a GS grade at any time in the past 52 weeks (i.e., you are a Wage Grade employee) or you are using VRA or Schedule A appointing authority, you are an exception to this rule. Grade Level Minimum Experience and/or Education Requirements: GS-7 Grade Level: SPECIALIZED EXPERIENCE: Applicants must possess at least one year of specialized experience equivalent to at least the next lower grade level in the normal line of progression for the occupation. This experience must have been equivalent to at least the GS-7 level in Federal service and MUST be clearly detailed on your resume to be found qualified for the position. Examples of qualifying specialized experience includes: (1) Creating and utilizing tracking methods/tools for a specific clinical program area; (2) Monitoring and analyzing data/reports for trends within a clinical program area; (3) Preparing reports to measure performance improvement within clinical program area; (4) Managing/sponsoring a program area involving access for clinical personnel; (5) Educating/training staff on various clinical systems/software programs. OR EDUCATION: One (1) full year of graduate level education beyond a bachelor's degree (normally 18 semester hours); OR Superior academic achievement. (Copy of unofficial transcripts required) OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of experience and education may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentage must equal at least 100 percent to qualify. For example, an applicant who has 9 semester hours of graduate level education (i.e., 50% of graduate education required) and 6 months of creditable experience (i.e., 50% of the required experience) would equal 100% of the required experience/education to qualify for the GS-7 grade. OR EDUCATION: Master's or equivalent graduate degree; OR two full years of progressively higher-level graduate education leading to such a degree; OR LL.B. or J.D. in a related field that meets the requirements for GS-09. (Copy of unofficial transcripts required) OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of experience and education may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentage must equal at least 100 percent to qualify. You cannot use the first 18 semester hours of graduate education for the GS-09 grade level (which equates to one year).
