Summary The Program Specialist is part of the team responsible for the implementation and support of the VISN 20 Cerner Millennium Deployment Program that includes Mann-Grandstaff VA Medical Center, Portland VA Health Care System and Seattle VA Puget Sound Health Care System, Boise VA Medical Center, Roseburg VA Healthcare System, VA Southern Oregon Rehabilitation Center and Clinics (White City), Jonathan M. Wainwright Memorial VA Medical Center (Walla Walla) and Alaska VA Health Care System. Responsibilities Duties included but not limited to: The incumbent is responsible for systematic reviews, oversight and reporting to the Cerner Deployment Manager and VISN 20 leadership. Program Administrative Responsibilities: Planning, organizing, coordination, implementing, directing, integrating, controlling, and evaluating the VISN 20 Cerner Millennium Deployment Program. Work collaboratively with the Health Care System's managers. Develop strategies for program development and implementation when new processes are introduced. Report short falls and provide suggestions for program improvement to health care system leadership. Aid in development and maintenance of the SharePoint site. Program Operational Responsibilities: Establish relations with professional and/or other health related groups. Provide programmatic advice, support, and assistance regarding the electronic heath care system. Monitor quality improvement measures. Seek opportunities for program expansion by performing routine analysis of electronic health record implementation processes. Participate and facilitate multi-site coordination and problem resolution. Perform administrative tasks. Qualifications To qualify for this position, applicants must meet specialized experience and time-in-grade requirements within 30 days of the closing date of this announcement, 01/23/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade with in 30 day closing date of this announcement. For a GS- 9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provide programmatic advice, support, and assistance regarding the electronic health care system; Develop local practices to monitor workload capture, documentation, aid in development and maintenance; Analyze trend issues and monitor quality improvement measures; use different solicitation methods, ordering or reporting procedures, purchasing methods and provisions. OR, Education: Successful completion of a master's or equivalent graduate degree, or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Copies of transcripts must be submitted with your application materials. OR, Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Preferred Experience: Administrative support skills, minute taking, SharePoint administrative experience, customer service and computer application skills. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements & Work Environment : The work ins primarily sedentary, although some slight physical effort may be required.
