Summary This position is located at the U.S. Coast Guard's Surface Forces Logistics Center, Contracting & Procurement Division (CPD). Responsibilities This position completes a variety of basic procurement, financial and human resource related assignments under the general supervision of the Deputy, Contracting & Procurement Division. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Identifies and assists in performing liaison tasks to support human resources administrative activities of a routine nature, such as answering routine questions affiliated with a particular staffing, classification, leave administration, employee relations, or training issue, Performs human resources management support for an organization where the personnel problems encountered result from a specific request from a supervisor or employee. Requests typically are for an immediate problem for which one or more solutions are readily apparent. Provides guidance to managers and supervisors in human resources matters. Serves as the division's liaison with the Workforce Management Division. Provides assistance to managers in human resources administration activities such as coordinating personnel actions and tracking their status to ensure that suspense dates are met. Provides guidance on matters of accepted practice such as guidance on establishing positions and developing position descriptions, or providing information on the procedures to follow to resolve an employee relations issue. Meets with & provides guidance to all levels of CPD management in preparing Organizational Modification Requests. Reviews & edits all packages submitted and ensures compliance with Headquarters policies. Completes all required HR documentation, including detailed organization charts. Analyzes and summarizes budget-related information for the manager. Supports administrative activities related to preparing the final budget package for submission and responding to question. Assists in ensuring that adequate control systems are set up to monitor accounts during the fiscal year and makes adjustments as required. Prepares necessary reports and ensures that automated reporting systems are up-to-date. Prepares purchase documents in support of staff needs. Assists and participates in developing the annual budget formulation and execution process. Conducts special studies, such as cost-benefits analyses, and estimates costs related to budget development and execution. Enters budgetary information on related forms and reports to the supervisor for consolidation into the overall budget. Qualifications To qualify at the GS-09 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
