Summary This position is located in the Logistics Services Division, Integrated Support Services Directorate, Chief Operating Officer. The position description number for this position is 255991. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flexitime work schedule. This is a non-supervisory, non-bargaining unit position. Responsibilities The Program Specialist is assigned to the Health Services Division of the Integrated Support Services (ISS) Directorate and works under the general supervision of the Supervisory Clinic Manager. The Program Specialist provides technical assistance and staff support to the division personnel supporting the execution of occupational medicine, health and wellness programming. The incumbent also provides professional advice on a wide range of issues related to the management and continuing improvement of the programs, policies and procedures of the Health Services Division. Customer focus, tactfulness, courtesy and follow-through are key elements of this position. This is a confidential position, working closely with the division leadership on division activities. The incumbent performs: Occupational Medicine and Wellness Program Analysis: Analytical and evaluative studies of programming to determine their actual and potential effectiveness in achieving desired objectives. Adapts analytical techniques and evaluation criteria to measure and improve program effectiveness, efficiency, and organizational productivity. Independently researches and resolves problems of a complex or immediate nature and makes recommendations for and coordinates resolutions. Conducts special projects based on anticipated need, program growth, or change. Applies state-of-the-art management techniques that focus on solving organizational problems and improving service, quality, effectiveness, and efficiency. Collects data and develops a variety of electronic documentary materials including charts, spreadsheets, and other documents related to the assessment and improvement of management and planning operations of the directorate's operations. Maintains statistics on various programs or projects, develops, plans, and recommends the establishment and operation of matrix teams responsible for special projects as a result of evaluations and analysis of existing and proposed programs. Makes substantive contributions in immediate and long-range planning to ensure goals and objectives are properly defined and implemented. Drafts the annual management plans and annual reports, coordinates the development of requirements for major control programs and coordinates management control programs through final submission. Prepares reports and written analyses based on the incumbent's knowledge of issues and programs related to the Health Services Division mission. These analyses may define or clarify issues and make recommendations concerning options for problem resolution. Contracting Officer Representative (COR) Acts as a Contracting Officer's Representative (COR) for consultants and experts and other contracts; maintains appropriate certification as a COR; writes statements of work, evaluation criteria, and other contract-related documents for solicitations and consultant agreements; serves on Technical Review Panels for negotiated procurements; monitors assigned contracts and evaluates services according to technical criteria; tracks deadlines, and deliverables. Facilitates division procurement actions and tracks actions through the procurement process until contract award and/or procurement completion. For contracts, after award, tracks contract burn rates, funding expended and available, period of performances, and issues monthly contract funding and period of performance available reports to division leadership. Monitors budget development and execution and coordinates other Library management controls as assigned. Notifies Division Chief and related managers when possible issues arise. Health Services Division Personnel Support: Coordinates development of the annual division-wide training and travel plan in concert with the organization's current or planned business processes. Tracks the annual training and travel plans, follows up with supervisors and staff to ensure that required actions are taken; and revises the plans as necessary during the year. Arrange for orientation of new staff to the division. Tracks due dates for staff performance evaluations; monitors personnel actions from initiation to completion; drafts award justifications; and tracks physical exam dates for staff requiring physicals. Drafts various types of correspondence or reports for the division leadership review and approval. Arranges for medical clinic physical plant maintenance according to established Library protocols. Conducts liaison with other ISS and Library divisions and sections when required. Performs various other duties as assigned. Ability to manage and provide advice and liaison support to staff regarding administrative support processes such as human resources, budgeting/finance, and contracting/procurement functions.** Ability to analyze organizational and operational problems and develop solutions using analytical methods to improve programs and processes.** Ability to interact collaboratively with others exercising judgment and discretion in order to provide consultation and liaison services.** Ability to communicate in writing. Education Additional Information Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
