The Idaho Department of Health and Welfare, Division of Medicaid is announcing one opening for the position of aProgram Specialist - DHWin the Idaho Behavioral Health Plan (IBHP) Governance Bureau's Contract Monitoring Team. The position is located in Central Office in downtownBoise.
We are seeking applicants with critical thinking skills, developed interpersonal skills, excellent written and verbal communication skills, and the ability to work tactfully as a team player. Experience with healthcare policy research, behavioral health systems of care, and/or development of contracts and agreements would be valuable. Strong analytical, organizational, and problem-solving capabilities are essential.
This position may be eligible for telework after successful completion of probation and necessary training.

EXAMPLE OF DUTIES:
+ Work with the contracted Managed Care Organization to monitor compliance with contractual, state, and federal rules and regulations.
+ Assist in ensuring a cohesive approach to contracted services to serve both Medicaid and non-Medicaid populations.
+ Develop narrative reports, contract documents, and other technical/professional correspondence.
+ Be familiar with and analyze current, proposed, amended, and new rules and regulations to assess program impacts.
+ Complete accurate and timely analysis of processes and procedures and apply state and federal policies and regulations.
+ Provide consultation to managers on policy, process, and automated systems issues and program impacts.
+ Ability to communicate complex issues, policy, and procedures in understandable terms, both orally and in writing.
+ Respond to inquiries from staff and other department units, state officials, and the public.
+ Work cooperatively with statewide and central office staff to develop, support, and implement strategies to improve performance.
+ Collect, organize, and evaluate data and be able to write narrative reports of findings.
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position. + Experience developing; recommending and evaluating operating procedures and recommending changes. Typically gained by
approximately one year of experience where this was a primary responsibility of the job. This experience may include participation in a regional or statewide quality assurance team, business change or project team or a similar assignment.
+ Experience developing technical written materials such as policies, technical manuals or rules/regulations. Typically gained by at least one year experience working in a business setting developing training materials, reports, policy and/or procedure manuals, written interpretations of law, rules, or policies, or any related background which would be considered similar.
+ Experience providing technical program assistance to staff. Typically gained by at least one year of experience providing technical assistance to staff in a business setting which could include formal and informal assignments to assist, mentor or train new staff.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
+ Experience managing complex multi-million-dollar contracts.Typically gained by at least one year of professional experience with responsibilities of writing, evaluating, negotiating, and executing healthcare and/or managed care contracts, or college-level course work/degree in related field.
+ Experience interpreting, applying, and explaining laws, regulations, and contract terms as well as evaluating a program's compliance with said laws, regulations, and/or contract terms.Typically gained by at least one year of related professional experience or college-level course work/degree in related field.
+ Good knowledge of healthcare delivery systems.Typically gained by at least one year of professional experience in an insurance setting with responsibilities in analyzing and evaluating policies and procedures or college-level course work/degree in related field.
+ Experience developing or writing grants and/or contracts as well as professional correspondence.Typically gained by at least one year of related professional experience or college-level course work/degree in related field.
