JOB DESCRIPTION:
This position acts as the primary point of contact with all school districts. This position creates content for and participating in conference calls, workshops, webinars, etc. This position assists the chief in bureau planning and management, using principles of quality management, including strategic planning, fostering innovation, providing for professional development, facilitating and supporting the work of staff members, evaluating effectiveness and pursuing continuous quality improvement. This position also works with all the programs when needed, and performing other job duties as needed.
DUTIES & RESPONSIBILITIES:
(Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)
The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:
+ To assist schools districts to improve reading, mathematics, and writing performance at all levels for educationally disadvantage and at-risk students.
+ To review DOE 399s to ensure that assigned fiscal resources are used to target the needs of educationally disadvantaged and at-risk students with a priority to increased student performance as outlined in project applications and amendments.
+ Oversee and manage Title I Part A fiscal requirements including developing tools to assist districts and staff in meeting requirements.
+ Generate ad hoc fiscal reports to ensure that all fiscal requirements are met using budget and expenditure data and implementation strategies.
+ Evaluate expenditure and budget data and provide analysis of data to assist in policy and program management decisions.
+ Participates in team meetings and planning, as needed.
+ Participate in monitoring and reviewing the application processes, as needed.
+ Plans and coordinates policy development and activities for the Title I Part A program and any fiscal requirements related to ensuring fiscal resources and supporting program outcomes.
+ Train LEAs and staff on fiscal requirements including comparability, waiver process, certified roll forward and budget amendments.
+ Review and make recommendations regarding operations and procedures of the bureau, approval of grants, planning programs and implantation activities.
+ Implement procedures to review and monitor activities to determine compliance with program requirements, statues, regulations, policies, and procedures; and recommend corrective action and improvement plan as needed.
+ Facilitate the extensive 15% waiver and comparability processes under Title I Part A. This includes training district staff.
+ Knowledge of Microsoft Office products (Excel, PowerPoint, Outlook and Word).
+ Knowledge of writing, speaking, instructing and reading comprehension.
+ Ability to actively listen, gather information, and implement planning.
+ Ability to monitor, coordinate and solve problems at any time.
+ Ability to provide customer service.

MINIMUM QUALIFICATIONS:
+ Ability to communicate effectively including verbal and written communication.
PREFERRED QUALIFICATIONS:
+ Minimum of four (4) years of law enforcement experience or a minimum of four (4) years of teaching experience.
+ Excellent writing skills
+ Proficient public speaking abilities
+ Educational or legal background

+ Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.

BACKGROUND SCREENING REQUIREMENT
