Program Specialist (Kidney Transplant)
Summary Located in the transplant section of the Surgical Service line at the Ralph H. Johnson VA Medical Center (RHJVAMC), the incumbent serves as manager for the National Kidney Transplant Program as well as Contracting Officer's Representative (COR) for the joint venture Transplant Program with the Medical University of South Carolina (MUSC). The incumbent provides knowledge of programs, policies, resources, and processing requirements to the transplant specialty teams at RHJVAMC and MUSC. Responsibilities Duties include, but may not be limited to the following: Prepares periodic reports to the Transplant Clinical Directors, the Administrative Officer and Director, Surgical Service, and VACO including special projects as assigned. Identifies causes, prepares reports of findings, recommendations and develops surgery Supervisory Management and Program Analyst administrative policies and establishes administrative policies and procedures. Working closely with the Service Chief and others in implementing and evaluating policies, plans, and internal operational systems. Managing and coordinating all online communication tools such as internal SharePoint websites and other related informational tools, all done in consultation with communication specialists. Conducts management/Program analytics to include conducting quantitative and qualitative analysis/surveys. Working with various boards to coordinate regular committee meetings, ensuring all event management steps are completed. Performing audits and special studies to evaluate program effectiveness. Collecting and analyzing data from a variety of sources, measuring results, and reporting findings. Performing the full range of personnel management and administration for an organization with varied functions and activities. Makes recommendations to improve patient flow and administrative efficiency, independently resolving issues related to patient care at the program level and reporting on results to medical staff and/or supervisor Researches, interprets, and analyzes Surgery policies, directives, regulations, etc. to determine the impact on Surgery Service's operations, functions, funding, staffing levels and resources. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. You may qualify based on your experience and/or education as described below: To qualify for the GS-11 grade level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience includes: Contracting; Medical Sharing Agreements; Experience in a Complex Medical Facility; Kidney Transplant Experience; Contracting Officer's Representative (COR); Worked with Chief of Surgery or Administrative Officer of Surgery; Provides current information and changes in VA and Surgical Service policies, directives, and programs to staff and house staff, assuring compliance and implementation of changes to current procedures; Works closely with the Transplant Social Workers; Prepares periodic reports to the Transplant Clinical Directors, the Administrative Officer and Director, Surgical Service, and VACO including special projects as assigned. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree Or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at GS-11.
