Responsibilities Serves as a DEVCOM C5ISR Center Headquarters Human Resources Office Program Staff Advisor with a primary focus on leading demonstration project administration and supporting performance management. Necessary skills include demonstrating a high degree of judgement and originality in resolving complex and controversial problems, ability to analyze data and regulations to provide recommendations that are in the best interest of the organization, and the ability to provide technical guidance in areas of Demonstration projects, performance management and data analysis. Provides technical guidance and assistance to managers and employees regarding the unique aspects of the Personnel Demonstration (PERSDEMO). Prepares a variety of narrative and statistical reports on program status, identifies weaknesses and problem areas that impact program goals, and recommends appropriate course of action. Serves as an advisor on STRL human resources solutions that focus on the development and execution of innovative business practices. Reviews and analyzes higher echelon policy and regulations related to human resources initiatives; evaluates effectiveness of current STRL policies and practices. Collaborates with senior leaders to execute organizational mission and goals for STRL authorities and other human capital topics. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: Analyzing personnel systems laws and regulations and making recommended changes and improvements designed to improve human resources management; 2) Conducting workforce presentations on the various flexibilities with current and future personnel systems; 3) Performing advisory services in areas of demonstration project administration and performance management; and 4) Drafting workplace policies and communications and Data Analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02 or GS-11). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. This position is being filled under the Direct Hire Authority (DHA) Mission Support Positions (STRLs) authorized by 85 FR 78829 dtd 12/07/2020. This is a Science and Technology Laboratory Personnel Demonstration Project position and incorporates the GS-12 step 01 through GS-14 step 10. This position is eligible for flexible work schedules such as the C5ISR Center MaxiFlex schedule.
