Description of Work

The purpose of this position is to provide administrative direction and support for the 2 Customer Contact Centers, the Field Operation Support (STARS Help Desk) as well as Renewal, Title, and Plate Unit (RTP) within the Vehicle Services Section.
This position communicates with each of these sections in directing their daily operations and is responsible for the development of methods and procedures to ensure efficient customer service is provided. Each section must operate observing the General Statutes, Federal and State guidelines as it relates to the unit. This position will provide assistance and resolve any technical or customer inquiries related to the sections within Vehicle Services.
This position will represent Vehicle Services on Division projects by providing information delivery related to section policy and procedures, proposals and historical data. This position will provide analysis of section data that related to transactions and services that are monitored and measured for trends. This position works independently under the general direction of the Program Analyst II of Vehicle Services.
This position is required to address the General Assembly Committees to answer questions regarding legislation and the impact on Vehicle Services and the overall image of the Division. This position must research and provide background and query information to members of the General Assembly and their staff to assist in drafting proposed legislation. This position evaluates all proposed legislation along with DOT-IT to determine if the implementation plan may be met and the DOT-IT impact on the registration systems.
The program area for this position includes one or more of the following: Customer Contact Center, Field Operations Support Help Desk, Renewals, Titles and Plates, DMV customer service, applying and/or explaining Motor Vehicle General Statues and DMV rules and regulations.
Knowledge, Skills and Abilities / Competencies

+ Experience comprehending, analyzing, and interpreting organizational and procedural problems on both an intra and interagency basis and exercise judgment and discretion establishing, applying, and interpreting a wide range of administrative policies and procedures.
+ Experience supervising preparation of detailed and comprehensive reports and to present facts clearly and concisely to agency management and members of the executive and legislative branches of State Government.
+ Experience establishing and maintaining effective working relationships with department personnel, officials, and the general public.
+ Experience creating written correspondence.
Management Preference:
Experience in overseeing operations for a diverse public or private organization/unit.
Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution and five (5) years of experience related to the area of assignment, or an equivalent combination of training and experience.
