Summary The Bureau of Safety & Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement. Responsibilities This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Oil Spill Preparedness Division in Sterling, VA. At the full performance level (GS-9) the major duties of this position include, but are not limited to the following: 1. Performs or coordinates a variety of program support activities to include drafting/managing administrative standard operating procedures and daily program admin execution. 2. Helps develop, implement, and maintain effective correspondence processes. Receives, reviews, and electronically or manually transmits correspondence, reports, and other material to be signed or surnamed by the appropriate staff. 3. Serves as Concur travel expert and liaison to Office of Administration. Keeps appraised of any new requirements or issues within the electronic travel management system and alerts staff. When needed, assists staff in preparing and reviewing travel documents and resolving discrepancies discovered during the financial audit process. 4. Serves as the lead timekeeper and subject matter expert for QuickTime. Supports OSPD staff in the timely and accurate submission of electronic timecards. Aids staff by providing notification of timekeeping deadlines and effectively communicates QuickTime changes. Serves as Division administrative lead for personnel actions/communications within FPPS and HR. 5. Serves as the File Custodian and records subject matter expert for OSPD's paper and electronic records. 6. Serves as a Contracting Officer's Representative (COR) for administrative projects and contracts within the Division, including the government smartphone and devices contract. 7. Maintains the Division's government purchasing credit card, and purchases office supplies, equipment, and services as appropriate for OSPD following correct Departmental and Bureau practices. BSEE has determined that this position is suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-7: $55,924 - $72,703 per annum GS-9: $68,405 - $88,926 per annum First time hires to the Federal government normally start at the lower salary range of the grade level. A relocation incentive may be offered to eligible selectees for this position. Requirements Conditions of Employment You must be a U.S. Citizen. Qualifications Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience OR Educational Requirements for the series/grade to which you are applying. GS-07 Specialized experience: To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Performing daily management of clerical and administrative duties for a program or office. 2. Arranging meetings, conferences, and travel arrangements. 3. Identifying and analyzing issues and selecting and applying analytical techniques in resolving problems in workflow, work methods and procedures. 4. Preparing correspondence on a variety of subjects for internal or external stakeholders. 5. Utilizing Word and Excel software programs including spreadsheet creation and management. Must meet all. -OR- Education: To qualify for the GS-07 grade level you must have completed one (1) full academic year of graduate level education; or eligibility under Superior Academic Achievement Provision and completion of a bachelor's degree (TRANSCRIPTS REQUIRED) -OR- Combination of education and experience: A combination of specialized experience and education that equals 100% of the requirement for the GS-07 grade level. (TRANSCRIPTS REQUIRED) GS-09 Specialized experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Performing daily management of clerical and administrative duties for a program or office. 2. Arranging meetings, conferences, and travel arrangements. 3. Identifying and analyzing issues and selecting and applying analytical techniques in resolving problems in workflow, work methods and procedures. 4. Preparing correspondence on a variety of subjects for internal or external stakeholders. 5. Utilizing Word and Excel software programs including spreadsheet creation and management. 6. Preparing, reviewing, and reconciling credit card activities for travel and/or procurement. Must meet all. -OR- Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPTS REQUIRED) -OR- Combination of education and experience: A combination of specialized experience and education that totals 100% of the requirement for the GS-09 grade level.
