We are seeking a talented individual to join our Government Healthcare Consulting team at Mercer. This role will be based in Phoenix, Minneapolis or Atlanta. This is a hybrid role that has a requirement of working at least three days a week in the office.
We are looking for a Program/Waiver Evaluation Design and Evaluation Specialist to join our team who has deep experience and knowledge related to Medicaid programs, 1115 demonstration waivers and associated evaluation processes.

Responsibilities of this role include providing project leadership, thought leadership, team management, and business development. Lead the design and execution of implementation research studies to evaluate the effectiveness of Medicaid programs, including 1115 Medicaid demonstration waivers, ensuring alignment with CMS guidelines and best practices.When necessary and directed by the client, collaborate with the Centers for Medicare & Medicaid Services (CMS) to develop and implement evaluation designs for Medicaid section 1115 demonstrations, ensuring alignment with CMS’s expectations and guidance.Obtain and analyze data related to the implementation process, outcomes, and impacts of Medicaid demonstrations, focusing on whether the demonstrations are being executed as intended and their effects on the target population.What you need to have:
Master’s degree in public health, health policy, health services research, or a related field.5+ years of experience evaluating Medicaid programs, specifically 1115 waivers focused on SMI/SPMI, SUD, SED, JI, and/or HRSN.Expertise in research design, data collection, and statistical analysis.In-depth knowledge of Medicaid policies, regulations, and program operations.Experience working with CMS, state Medicaid agencies or healthcare consulting is preferred.Strong analytical skills in collecting, analyzing, and interpreting both quantitative and qualitative data effectively.What makes you stand out?
A doctoral degree in a related field with statistical analysis experience. Deep expertise with 1115 Waivers, including a proven track record of successfully evaluating SMI/SPMI, SUD, SED, JI and/or HRSN waivers. Understand the complexities involved in executing waiver amendments, budget neutrality, and program design.Strong strategic thinking skills to identify innovative solutions to challenges faced by state Medicaid agencies.Excellent communication abilities when working closely with stakeholders, including Medicaid leadership, providers, and beneficiaries.Project management and/or project leadership credentials.Why join our team:
